<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, May 22, 2007 AT 5:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session: Affordable Housing <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – May 22, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Hamilton, Mr. Taliaferro. <br /> <br />CDBG/CRHA Funding Issue <br /> <br /> Mr. O’Connell explained that the Charlottesville Redevelopment and Housing <br />Authority has a budgeted deficit of $160,000. Mr. O’Connell said staff recommend that <br />the $200,000 of CDBG funding for CRHA remain, and that housing initiatives funds also <br />be provided to CRHA to cover the deficit. He said the caveat is that this starts an annual <br />precedent for funding, and recommended that the funding be limited to three years. <br /> <br /> Mr. Lynch said he favors moving ahead with the proposal, but would like to see a <br />two-year limit. <br /> <br /> Dr. Brown asked to what degree does CRHA provide housing for Albemarle <br />County residents. <br /> <br /> Mr. Noah Schwartz, Executive Director of CRHA, said that preference points are <br />given to City resident. He said he has no sense of where residents come from originally. <br /> <br /> Dr. Brown said that if this is going to be ongoing funding, we need to ask <br />Albemarle County to join in the funding. <br /> <br /> Mr. Norris said he envisions this as a one time infusion of funds, then look at the <br />longer term. <br /> <br /> Ms. Hamilton said it is unusual for a City not to provide ongoing support for <br />Housing Authorities. She said people, especially low income, tend to move in and out of <br />the City and County. She agreed that we should talk to the County. She said she thinks a <br />two year limit is unrealistic. <br /> <br /> Mr. Norris suggested providing one-year gap funding and then work out the <br />process for operating funds. <br /> <br /> Mr. O’Connell asked about the budget review process, and Ms. Hamilton <br />suggesting using the same process as for JABA. <br /> <br /> Dr. Brown said that CIP funds could be used for the infrastructure needs rather <br />than operating. <br /> <br /> Mr. Norris asked about the funds remaining in the housing initiative fund, and Mr. <br />Jim Tolbert, Director of Neighborhood Development Services, said that between <br />$140,000 and $150,000 remain this year, and $250,000 is budgeted for next year. <br /> <br /> It was the consensus of Council to use housing initiative funds and to apply the <br />budget process to CRHA. <br /> <br />AHIP Funding Issue <br /> <br /> <br />
