10 <br /> Responding to a question from Mr. Norris, Ms. Alexander said that clearly <br />problems would be reduced if there was more enforcement, but she said she hopes that <br />the fine by itself will be a deterrent. <br /> <br /> Mr. Lynch said we should stop telling people where the police are located. He <br />said he would like to vote not to continue to do that. <br /> <br /> Mr. Norris asked if the increased fines are a potential source to fund more <br />enforcement. <br /> <br /> Ms. Alexander said she does not have that information. <br /> <br /> Responding to a question from Mr. Taliaferro, Ms. Alexander said that special <br />signage for the increased fine will be required. <br /> <br /> Ms. Hamilton said Council previously discussed changing the speed limit on <br />Monticello Avenue, but determined that we had never taken the step of public education <br />about speeding. She asked what happened to that discussion. <br /> <br /> Mr. O’Connell said there was an education program, and said he would like to <br />come back with a report about this and about enforcement. <br /> <br /> Mr. Taliaferro said we should also look at stop signs, and said if we are not <br />enforcing them we should take some of them down. Mr. Taliaferro said there is also a <br />problem with people ignoring stop lights. <br /> <br /> Responding to a question from Dr. Brown, Ms. Alexander said that this new fine <br />would be in addition to what we currently have. <br /> <br /> Dr. Brown expressed concern that a lot of people do not intend to speed, and for <br />some this fine could mean they cannot pay their rent that month. <br /> <br /> Ms. Hamilton expressed concern that three of the streets are in Belmont and that <br />may be a burden to that neighborhood. She said she did not realize that the $200 would <br />be on top of the current fine. <br /> <br /> Mr. Norris said there may be some streets in the grid where the posted speed limit <br />may not reflect what it feels the speed should be, and that is another twist to the issue. <br /> <br /> Dr. Brown said the question is whether we move a little slower and get data first. <br />He said Old Lynchburg Road is a great candidate to begin, and maybe Avon Street. He <br />suggested that we pick two or three streets for the increased fine, and come back with <br />data on the impact and then go further. <br /> <br /> Ms. Hamilton agreed. She said there is clear support for the fine from the Old <br />Lynchburg Road neighborhood, but said she has not heard from others. <br /> <br /> Mr. Taliaferro agreed with Dr. Brown, and said we can see what the data shows <br />us before including additional streets. <br /> <br /> Dr. Brown asked if there would be support for starting with Old Lynchburg Road <br />and Avon Street. <br /> <br /> Mr. Norris said he would prefer Old Lynchburg Road and Altavista Avenue. <br /> <br /> Ms. Alexander said she has no problem starting with a smaller number of streets. <br /> <br /> Ms. Hamilton made motion to include Old Lynchburg Road, Avon Street and <br />Altavista Avenue as they all have different classifications. Mr. Norris seconded the <br />motion. <br /> <br /> <br />
