All acts and doings of the officers and members of the City Council that are in <br />conformity with the purposes and intent of this resolution shall be, and the same hereby <br />are, in all respects approved and confirmed. <br />4. This resolution shall take effect immediately upon its adoption. <br /> <br />RESOLUTION <br />h. : Authorizing $90,000 for Cost Sharing Agreement with Army <br /> Corps of Engineers <br /> <br />WHEREAS <br />, under the proposed cost sharing agreement for the Watershed-based <br />Stormwater Master Plan, the City will provide a match in the amount of $90,000. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED <br />by the City Council of the City of <br />Charlottesville, Virginia that the City may enter into the Cost Sharing Agreement with <br />the Corps of Engineers and that the sum of $90,000 is hereby paid, from funds <br />appropriated in FY 2007, from the following accounts: <br /> <br /> <br />$60,000 - Fund 631 Cost Center 2713001000 G/L Account 530670 <br /> $30,000 – Fund 425 Project CP-001 G/L Account 530670 <br /> <br />ORDINANCE <br />i. : “AN ORDINANCE TO ESTABLISH A GRANT PROGRAM TO <br /> PROMOTE AND PRESERVE HOMEOWNERSHIP BY LOW-AND MODERATE <br />nd <br /> INCOME PERSONS WITHIN THE CITY OF CHARLOTTESVILLE” (2 reading) <br /> <br />TH <br />REPORT/PUBLIC HEARING <br />: ONE YEAR REVIEW OF 4 STREET <br />VEHICULAR MALL CROSSING <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, explained that <br />th <br />when the 4 Street mall crossing was opened it was to be reviewed after one year. He <br />said that it has been open continuously except during Pavilion events. He said traffic has <br />been counted during all four seasons, and an origin and destination survey was also done <br />in each season. In addition, a pedestrian survey was recently done at the request of <br />Council, and a survey of the Downtown Business Association members was also done. <br />thnd <br />He noted that 10 Street and the mall crossing at 2 Street, N.W. have seen increases in <br />traffic during this time period, and the parking garages have shown an overall increase. <br />He said staff is not recommending whether there should continue to be a crossing at the <br />th <br />east end of the mall, but if Council decides to continue the crossing, staff suggests that 4 <br />th <br />Street, N.E. be explored as a permanent crossing as there are now concerns with 5 <br />Street. He suggested that the crossing continue to be closed during Pavilion events. He <br />said the closure to Garrett Street could be re-examined if there are concerns about that. <br />He said that the traffic consultant has said there are no traffic benefits gained by reversing <br />ndth <br />the direction of the crossing at 2 Street and 4 Street. <br /> <br /> Responding to a question from Mr. Norris, Mr. Tolbert said that parking south of <br />Main needs to be looked at if the crossing is made permanent. <br /> <br /> Responding to a question from Ms. Hamilton, Mr. Tolbert said the belief is that <br />with the direction of the crossings now it reduces cut through traffic, and there are no <br />traffic flow benefits to change the direction. <br /> <br /> The public hearing was opened. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, noted that the current Council is different <br />th <br />than the one that approved the crossing at 4 Street. She said the crossing was approved <br />on the condition that the merchants show business had improved, and she questioned if <br />this has been shown. She said she was told years ago that there would not be an <br />additional crossing of the mall. She asked Council to vote no to a permanent crossing. <br /> <br /> Mr. Bob Stroh, 1412 Kenwood Lane, Co-chair of the Downtown Business <br />Association, which has 80 members, requested that Council approve a permanent <br />crossing. He said he believes a reasonable mix of vehicles, pedestrians and transit can <br />exist. He said it is clearly a success as shown by the survey, and said the data supports a <br />th <br />permanent crossing at 4 Street. <br /> <br />
