5 <br />Council’s willingness to put more resources into pedestrian access. He said he would <br />like to see it half again as wide. <br /> <br /> Dr. Brown agreed that it will move people north and south to the park, but it is not <br />clear the degree to which moving east would be enhanced. He said he is leery of moving <br />more dirt and he would like to see what is gained. He expressed concern about the need <br />for retaining walls and taking out more trees. He said he would like it laid out for <br />Council. <br /> <br /> Mr. Helman said they will work with the Steering Committee on this issue. <br /> <br /> Mr. Lynch said she thinks the interchange is in keeping with the Comprehensive <br />Plan, and would be more in keeping with it if it is improved on. He referred to the issue <br />on Melbourne Road, and said we need to remind VDOT and the County that this road <br />will be built along with a commitment for a network of roads, particularly the eastern <br />connector and southern connector. Mr. Lynch made a motion that the interchange is in <br />adherence with the Comprehensive Plan. <br /> <br /> Ms. Hamilton seconded the motion and asked that Mr. Lynch agree to amend his <br />motion to add that the general or approximately location, character and extent of the <br />project is substantially in accord with the adopted Comprehensive Plan, and Mr. Lynch <br />agreed to the amendment. The motion was approved by the following vote. Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Taliaferro. Noes: Mr. Norris. <br /> <br /> Mr. Lynch said he is a proponent of the C-1 alternative, but would like Council to <br />narrow it to at least C-1 and G-1. He said he would prefer to focus on C-1 with G-1 as a <br />back up for reasons of expediency. <br /> <br /> Mr. Taliaferro agreed with looking at C-1 and G-1. <br /> <br /> Mr. Norris said we need to make sure the comments about the County road <br />network does not get lost. He said we need to steer traffic around the community and <br />need to keep pushing VDOT and the County. <br /> <br /> Dr. Brown agreed we cannot do it alone. He said he agrees with narrowing to C-1 <br />and G-1, but said we are missing the ability to see and feel what they will look like. He <br />said he would also like more information about roundabouts being safer than signals for <br />pedestrians. <br /> <br /> Mr. Norris said he would like more information from the police on safety issues <br />of pedestrian underpasses. <br /> <br /> Mr. Taliaferro made a motion to approve C-1 and G-1 as the recommended <br />preferred alternative, and Ms. Hamilton seconded the motion. The motion was approved <br />by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Taliaferro. <br />Noes: None. <br /> <br />RESOLUTION <br />: BLUE RIDGE DETENTION CENTER AGREEMENT <br /> <br /> Mr. O’Connell said that Culpeper County has requested that they join the Blue <br />Ridge Detention Center. He said it is an underutilized facility, and their partnership <br />would help with costs, both debt and operational. He said a two phase payment is <br />proposed and Charlottesville and Albemarle County will continue to have a majority <br />vote. <br /> <br /> Mr. Norris said he has no problem with the proposal, but has a procedural <br />question as there is one section in the agreement about payment that has yet to be worked <br />out. <br /> <br /> Mr. O’Connell said that the agreement is written to accommodate an earlier <br />payment schedule if Culpeper can work it out. <br /> <br /> <br />
