7 <br />absence of their principal members, shall each have an additional vote. If there is a tie <br />after the casting of such additional votes, the subject motion or proposal shall fail. <br /> <br />Section 9.2 Notices. Any notice or other communication under or in connection with <br />this Agreement shall be in writing, and shall be effective when delivered in person or sent <br />in the United States mail, postage prepaid, to the following persons or addresses or to <br />such other persons and addresses as any of such persons may from time to time specify in <br />writing. <br /> <br />****** <br /> <br />If to Culpeper County: <br />County Administrator <br />County of Culpeper <br />302 N. Bossio, County Administrator, as its member of the <br />Commission, and ________________, as alternate member, for terms concurrent with <br />their employment by the County. <br /> <br />ORDINANCE <br />: INCREASING SPEEDING FINES TO $200 ON CERTAIN <br />RESIDENTIAL STREETS: OLD LYNCHBURG ROAD (CITY LINE TO JPA); <br />AVON STREET (CITY LINE TO MONTICELLO AVENUE); AND ALTAVISTA <br />nd <br />AVENUE (MONTICELLO AVENUE TO AVON STREET (2 reading) <br /> <br /> Mr. Tolbert explained that the original proposal was to increase the speeding fine <br />on six streets, but Council reduced it to three streets for a six month trial period. <br /> <br /> Mr. Lynch said he is concerned with the surprisingly small number of speeding <br />tickets, an average of five a day for speeding. He said there was a finding that there are <br />7500 cars a day on the original six roads going over 15 mph over the speed limit. <br /> <br /> Police Chief Tim Longo said the department only has three full time traffic <br />officers. <br /> <br /> Mr. Lynch questioned why the only average five speeding tickets a day. <br /> <br /> Chief Longo said 6,000 tickets a year are written for other violations. <br /> <br /> Ms. Hamilton said it is important to recognize that we ask the police to do a lot of <br />things. She said we need to focus on how to get resources to achieve community policing <br />and speed enforcement. <br /> <br /> Mr. Lynch said he does not mind paying for more resources to focus on parking <br />and speeding. He said this would be self generating revenue. <br /> <br /> <br />
