9 <br />interchange is in compliance with the new Plan. He said the City needs to do a better job <br />of keeping the Comprehensive Plan up to date. He said guidelines are needed as to what <br />we consider to be in compliance with the Plan. <br /> <br /> Steven Bach, 1208 Meriwether Street, said he has been watching the Council <br />meeting on the website and the audio is much too low. He said he is happy that Council <br />increased Council salaries. He said Councilors work very hard and they deserve it. He <br />said he agrees with Mr. Kleeman’s remarks about the Comprehensive Plan. He said he is <br />concerned about air pollution and the Meadowcreek Parkway. He expressed concern that <br />our mode of thinking has not changed and that vehicle demand is increasing. He said <br />peak oil will change that. He said it is a mistake to build the Meadowcreek Parkway and <br />Council will have to explain their vote in 15 years if it is built. <br /> <br /> Ms. Tammy Londeree, 813-C Locust Avenue, said she is happy Council approved <br />the additional fine for speeding. She said she would like the Police to give a fine or ticket <br />of $50 whenever someone is rear ended. She asked that the sign that shows the speed <br />people are traveling be placed on Locust Avenue. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Norris said that at Council’s May 22 work session on affordable housing <br />Council agreed not to provide administrative funds for home rehabilitation to AHIP. He <br />said he has received additional information and thinks Council needs to take a closer look <br />at the matter. He proposed that we hold off for two months to give the Housing <br />Advisory Committee an opportunity to review the rehabilitation program as a whole, <br />including how we can do more and how we can lever more funds. Mr. Norris said he is <br />not sure we fully thought through whether taking it in house makes sense. He said AHIP <br />thinks they could do a better job. <br /> <br /> Dr. Brown said he would like to see the information to which Mr. Norris referred. <br />He suggested that Mr. Norris bring the matter up again during Other Business at the next <br />meeting. He said he would also like to get staff’s perspective. <br /> <br /> Mr. Lynch said he is not opposed to looking at it in general, but expressed <br />concern about holding the program up until we decide. <br /> <br /> Mr. Tolbert said staff is supportive of stepping back and taking a look at the <br />whole rehabilitation program, and sitting down and looking at AHIP’s role. He said a <br />couple month’s delay would not hurt. <br /> <br /> Councilors agreed to delay the matter. <br /> <br /> Ms. Hamilton said she attended a meeting with the Rose Hill Neighborhood <br />Association about bus route 3 and 6. She commended staff for explaining the changes <br />and informing people that they have to take a bus to the Transit Center to transfer. She <br />said staff are professionals and they need to pay more attention to the way they <br />communicate with the public. <br /> <br /> Mr. Taliaferro said he has received complaints about trash collection. <br /> <br /> Mr. O’Connell said staff is working on the issue and he will provide more <br />information to Council. <br /> <br /> Mr. Taliaferro said he has also received complaints about vagrants in Lee Park <br />and on the Downtown Mall. <br /> <br /> Mr. O’Connell said the Police are working on this issue as well. <br /> <br /> Dr. Brown asked if we are seeing a change with regard to vagrants, and Mr. <br />Norris said we seeing younger “travelers” who are not from the community. He said <br />PACEM is willing to work to be part of the solution. <br /> <br />
