4 <br /> <br />NOW, THEREFORE BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville, Virginia, that the sum of $50,255 received from the Charlottesville/ <br />Albemarle Partnership for Children and the City Schools, respectively, is hereby <br />appropriated in the following manner: <br /> <br />Revenue – $50,255 <br /> <br />$42,755 Fund: 212 Cost Center: 3343006000 G/L Account: 432080 <br />$7,500 Fund: 212 Cost Center: 3343006000 G/L Account: 432900 <br /> <br />Expenditures - $50,255 <br /> <br />$46,447 Fund: 212 Cost Center: 3343006000 G/L Account: 519999 <br />$3,808 Fund: 212 Cost Center: 3343006000 G/L Account: 599999 <br /> <br />BE IT FURTHER RESOLVED <br /> , that this appropriation is conditioned upon the <br />receipt of $42,755 from the Charlottesville/Albemarle Partnership for Children and <br />$7,500 from the City Schools. <br /> <br />APPROPRIATION <br />d. : $250,000 – Funding from Albemarle County for Transit <br /> Service (carried over) <br /> <br />RESOLUTION <br />e. : Authorizing Transfer of $439,000 from Housing Initiatives <br /> Fund to Piedmont Housing Alliance/Habitat for Humanity <br /> <br />PUBLIC HEARING/ORDINANCE: <br />CONVEYANCE OF JEFFERSON SCHOOL <br /> <br /> Mr. O’Connell said that conveyance of Jefferson School to Jefferson Partners is a <br />key step in the historic rehabilitation of Jefferson School. He said that in order to take <br />advantage of tax credits, the City has to convey the building to Jefferson Partners. <br /> <br /> Mr. Brown reviewed the basic terms of the agreement: Jefferson Partners has 12 <br />months to accept the building. The building will be developed, constructed and <br />maintained in compliance with federal, state and local laws. He said the property will <br />convert back to the City if the following conditions are not met: construction to begin 12 <br />months from acceptance of the building; and the property is to be in service 30 months <br />after the start of construction. He said no particular use is required. He said conveyance <br />of the property requires approval by at least four Councilors. <br /> <br /> Mr. Dan Gecker, tax credit consultant for Jefferson School, said the goal is to <br />convert Jefferson School into a vibrant community structure. He said the Partnership is <br />committed to the goals of the Task Force. He said the Partnership is pleased with initial <br />discussions with prospective tenants. He said site control is the next logical step. He said <br />he understands the concerns about control, but there is a need for Council to relinquish <br />control and have a private group take over. <br /> <br /> Mr. Lynch said he had asked for copies of the Partnership’s bylaws and articles of <br />incorporation, and Mr. Gecker said they are still in draft form. <br /> <br /> Mr. Lynch expressed concern that Council is being asked to transfer the property <br />to a group with no formal structure. <br /> <br /> Mr. Gecker said that the finalized documents will be available by the second <br />reading of the ordinance. <br /> <br /> Mr. Lynch said he is in agreement about the stipulations that construction should <br />start in a year, but he said there is nothing about what that entails, who approves it, and <br />what assurance we have. He said he would prefer to have in writing that the <br />community’s expectations will be met. <br /> <br /> <br />
