He said good issues have been raised about the Melbourne Road <br />intersection, but he said with an effective interchange he does not see people cutting <br />through neighborhoods. He agreed with Mr. Hulbert that we need to assure that people <br />can get downtown. He said the Meadowcreek Parkway will have real value in terms of <br />access to downtown. <br /> <br /> Mr. Lynch said we need to be clear about the dispensation of the parkland and <br />how it occurs. He said he will only trade the easement for 50 acres of replacement land. <br />He said we now have 36, and said it should only come back to Council when there is 50 <br />acres. He said if there is a guarantee of 50 he is okay with that. <br /> <br /> Dr. Brown said he is comfortable with the pond issue, but would like to get more <br />details. He said he does not want a standard VDOT pond, and we should insist on it <br />getting done well. He said he thinks having input from the Living Education Center <br />would be a great opportunity. <br /> <br /> Mr. Lynch said we need to look at the stream bank restoration and get a <br />commitment from Rivanna not to cut down whatever is planted. <br /> <br /> Mr. Tolbert suggested inviting both the Living Education Center and Rivanna to <br />sit on the Committee. He will he will get more information on the parkland. <br /> <br /> Dr. Brown recommended that he and the City Manager convey the comments <br />made tonight to Albemarle County. <br /> <br /> Ms. Hamilton said it is to our benefit to pursue the County resolution. She said it <br />should address the timing of the alignments. <br /> <br /> Mr. Lynch said that perhaps we need a new three party agreement. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: LEASE OF PROPERTY IN TOWE PARK FOR <br />LEWIS & CLARK EXPLORATORY CENTER <br /> <br /> Ms. Allyson Davies, Assistant City Attorney, said that the amended lease clarifies <br />the roles and responsibilities of the Lewis and Clark Exploratory Center and will allow <br />advance construction. She said Council is required to open and select bids because the <br />lease is for a 36 year period. She said the Board of Supervisor approved the lease on July <br />th <br />11. <br /> <br /> Ms. Anne Hemenway, 800 Park Street, Vice President of the Lewis and Clark <br />Exploratory Center, said that the lease changes the access and includes the barn area in <br />the lease. She said the mission is to create a hands on Lewis and Clark Center on the <br />Rivanna River. <br /> <br /> Dr. Brown noted that the rent is $10 a year. <br /> <br /> The public hearing was opened, but as there were no speakers the public hearing <br />was closed. <br /> <br /> Dr. Brown said the Center has done a great job of involving City kids, and is a <br />good partnership. <br /> <br /> Mr. Lynch said he agrees. He said he appreciates the stipulation in the lease that <br />accommodates a future Eastern Connector as that is a viable location for the Connector. <br />He said he would not want to have to move the building, and hopes that the issue is <br />resolved before it is built. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Norris, the ordinance entitled “AN <br />ORDINANCE TO AUTHORIZE LEASING OF PROPERY AT DARDEN TOWE <br />PARK” was offered and carried over to the next meeting for consideration. <br /> <br /> <br />
