12 <br /> <br /> Mr. Brown said specific terms will be brought back to Council. <br /> <br /> Mr. Lynch said he would be more comfortable with a proposal from a non-profit. <br /> Mr. Craig suggested that Council direct staff to develop a formal resolution with <br />details and to express their intent to provide the loan. <br /> <br /> Mr. Lynch made a motion to express Council’s intent to consider a resolution <br />providing a loan of $850,000 with final details including involvement by a non-profit. <br />Ms. Hamilton seconded the motion. <br /> <br /> Mr. Norris asked that the motion be amended to read, Council’s intent to allocate <br />a loan of $850,000 dependent on the details, and Mr. Lynch and Ms. Hamilton agreed to <br />the amended motion. <br /> <br /> Councilors expressed their intent to allocate $850,000 to Keith Woodard for <br />purchase of the Dogwood Housing properties, dependent on the details, by the following <br />vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: <br />None. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />RESOLUTION <br />: APPOINTMENT TO COMMISSION ON CHILDREN AND <br />FAMILIES <br /> <br /> On motion by Mr. Norris, seconded by Mr. Lynch, the resolution appointing Ms. <br />Leslie Beauregard to the Charlottesville-Albemarle Commission on Children and <br />Families was approved by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. <br />Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />WHEREAS, <br />the operational agreement for the Commission on Children and <br />Families (CCF) designates in Section (1)(a) that the Assistant City Manager will be a <br />voting member of the Commission and represent the City on the Commission; and <br /> <br />WHEREAS <br />, the position of Assistant City Manager has been vacant since July <br />2007, and, at the recommendation of the City Manager, the City Council desires to <br />appoint Ms. Leslie Beauregard, Director, Budget and Performance Management, to serve <br />as the City’s representative on the Commission; now, therefore <br /> <br /> BE IT RESOLVED <br />by the Council of the City of Charlottesville, Virginia that <br />Ms. Leslie Beauregard, Director, Budget and Performance Management, is hereby <br />appointed as the City’s representative on the Commission on Children and Families <br />(CCF) in lieu of an Assistant City Manager serving as the City representative. Her <br />appointment will continue until the position of Assistant City Manager is filled, or until <br />this Council takes action to appoint another person in her place. <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Norris, seconded by Mr. Lynch, Ms. Linda Seaman was <br />appointed to a three-year term on the Charlottesville Albemarle Regional Transportation <br />(CHART) Advisory Committee was approved by the following vote. Ayes: Dr. Brown, <br />Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. This term will <br />expire on March 31, 2010. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Lynch, Ms. Aristea Vlavianos was <br />appointed to a four-year term on the Vendor Appeals Board by the following vote. Ayes: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. This <br />term will expire on June 30, 2011. <br /> <br /> <br />
