<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Thursday, August 16, 2007 AT 1:30 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> RESOLUTION: Implementing Section 31-125 of the Charlottesville City Code <br /> Declaring Drought Warning Stage <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – August 16, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Absent: Ms. Hamilton. <br /> <br />RESOLUTION <br />: IMPLEMENTING SECTION 31-125 OF THE CHARLOTTESVILLE <br />CITY CODE DECLARING DROUGHT WARNING STAGE <br /> <br /> Ms. Judith Mueller, Director of Public Works, said that the recommendation of <br />the Rivanna Water and Sewer Authority is that we move to the next level of water <br />restrictions, a drought warning, which would be effective immediately. <br /> <br /> Responding to a question from Mr. Norris about when these restrictions could be <br />lifted, Ms. Mueller said we will need substantial rainfall before it is lifted, and Rivanna <br />will make a recommendation. <br /> <br /> Mr. Taliaferro asked if we are implementing the water restrictions earlier now <br />than we did during the drought of 2002, and Ms. Mueller said yes, several weeks earlier. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Norris, the Resolution <br />Implementing Section 31-125 of the Charlottesville City Code Declaring Drought <br />Warning Stage was approved by the following vote. Ayes: Dr. Brown, Mr. Lynch, Mr. <br />Norris, Mr. Taliaferro. Noes: None. Absent: Ms. Hamilton. <br /> <br />WHEREAS <br />, on July 23, 2007 the Rivanna Water and Sewer Authority <br />(“RWSA”), the City’s supplier of potable water, issued a Drought Watch urging residents <br />of the City of Charlottesville and Albemarle County to voluntarily limit their use of the <br />public water supply and to adopt water conservation measures; and, <br /> <br />WHEREAS <br />, due to continued limited rainfall since the declaration of a Drought <br />Watch, streams within the water supply watershed are flowing at less than 20% of <br />seasonally-adjusted normal levels, and the supply of water in the reservoirs that serve the <br />region is decreasing; and, <br /> <br />WHEREAS <br />, on August 15, 2007 RWSA declared a Drought Warning due to the <br />continued drought conditions in the Charlottesville-Albemarle area, and formally <br />requested that the Charlottesville City Council hold a special meeting as soon as <br />reasonably possible for the purpose of authorizing the implementation of certain <br />mandatory water restrictions as set forth in Charlottesville City Code sec. 31-125; and, <br /> <br />WHEREAS <br />, the implementation of mandatory restrictions on the use of water <br />from the public water supply is necessary to protect the public health, safety and welfare. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council for the City of <br />Charlottesville, Virginia that: <br /> <br />1. A water supply emergency is reasonably likely to occur if mandatory water <br />conservation measures are not implemented. <br /> <br /> <br />
