He said he would support <br />deferring the resolution until there is more clarity. He said Council is asking Jefferson <br />Scholars to do their best to preserve the building. <br /> <br /> Mr. Lynch agreed with Dr. Brown. He said this building is among the best <br />quality buildings, and is arguably in the top 100 buildings in the City. He said he is <br />puzzled about why it would not be featured in the development. <br /> <br /> Ms. Hamilton said Council has to justify to the community if the building cannot <br />be saved. <br /> <br /> Mr. Wright said that if this building is the gem people describe it to be it seems it <br />should have been designated as historic. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, the Resolution Authorizing <br />Albemarle County Revenue Bond Increase for Jefferson Scholars was deferred by the <br />following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br />ORDINANCE <br />: CHANGES TO HOURS OF CERTAIN PARKS <br /> <br /> Ms. Hamilton said people are not aware of the hours of some of the parks or the <br />reasons for changes. <br /> <br /> Mr. Svetz said Lee Park is proposed to be closed from 9:00 p.m. to 6:00 a.m. to <br />increase security, and other security measures are being taken as well. He said the <br />closing time makes Lee Park consistent with Jackson and McGuffey Parks. <br /> <br /> On motion by Ms. Hamilton, seconded by Mr. Taliaferro, the ordinance entitled <br />“AN ORDINANCE AMENDING AND REORDAINING SECTION 18-1 OF <br />CHAPTER 18 (PARKS AND RECREATION) RELATING TO THE TIME, PLACE OR <br />MANNER OF PARK USE” was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br /> Mr. Kevin Gustafson, owner of Gold’s Gym, a resident of Nevada, said that the <br />affordability of the YMCA in Reno, Nevada is the same as other health clubs. He said <br />YMCAs do not give discounted memberships, and they require a lot of information for <br />people to apply for scholarships. He said the YMCA is not going to give back to the <br />community. He asked how many low income families live around McIntire Park. He <br />said YMCAs receive 78% of their income from dues. He said he does support the Boys <br />and Girls Club. <br /> <br /> Mr. Ridge Schuyler, 112 Robinson Woods, representing the Nature Conservancy, <br />supported the Water Resources Protection report. He said stream bank erosion should be <br />addressed early. He said he thinks the idea of a user fee is an appropriate approach. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Hamilton said she thinks the free bus rides for October should be announced <br />at the next Council meeting. <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Norris, seconded by Ms. Hamilton, Ms. Kathy Johnson Harris <br />was appointed to a three-year term on the Albemarle Charlottesville Jail Authority by the <br />following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None. This term will expire on June 30, 2010. <br /> <br /> <br />
