18 <br /> Mr. Norris said he appreciates the commitment to customer service, but asked <br />why we should create a position rather than bring in a consultant. Mr. Norris said a <br />higher priority for his is community engagement. He said we should look at how we can <br />do it in a cost effective way. <br /> <br /> Mr. Lynch agreed customer service should be a high priority. He said he thought <br />the idea with CityLink was to provide cross training of staff, but we obviously need more <br />than a computer system to make that happen. He suggested trying the Customer Care <br />position for a year or two and see what changes. He asked if this person would have the <br />necessary authority, and said someone at the Assistant City Manager level might be <br />needed. He said we need some sense of what the position will be empowered to do and <br />what we expect them to do. <br /> <br /> Mr. O’Connell said the structural piece has to change to move to another level. <br />He said he is happy to look at the position in two years. <br /> <br /> Dr. Brown said he does not sense there is consensus to put the brakes on the <br />position, and is hearing that Council supports the City Manager moving forward with <br />qualifications. <br /> <br /> Ms. Hamilton said it might be good to have outside eyes look at the situation in <br />two years. <br /> <br /> Mr. Taliaferro said he supports moving forward with the position and looking at it <br />in two years. <br /> <br /> Mr. O’Connell said that an invitation has been made to the North Downtown <br />Residents Association to join the Water Street design competition jury. <br /> <br /> The meeting was adjourned. <br /> <br />_____________________________ ____________________________ <br />President Clerk <br />
