4 <br /> Agreement re: City Membership <br /> <br />ORDINANCE <br />g. : “AN ORDINANCETO QUITCLAIM NATURAL GAS <br /> LINE EASEMENTS LOCATED IN SHEPHERD’S RIDGE ROAD AND <br /> TOWNBROOK CROSSING (DUNLORA SUBDIVISION) IN ALBEMARLE <br />nd <br /> COUNTY TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION” (2 <br /> reading) <br /> <br />PUBLIC HEARING/RESOLUTION <br />: GRANTING CONSTRUCTION EASEMENT <br />TO VDOT FOR MCINTIRE ROAD EXTENDED <br /> <br /> Mr. O’Connell said that VDOT is requesting a temporary construction easement. <br />th <br />He said Council considered the matter at their July 16 meeting and asked for more <br />information about replacement parkland and the eastern connector. He said that the item <br />was mistakenly listed as an ordinance on the agenda, but it is legally a one reading <br />resolution. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that the <br />pond is in the design phase. He said VDOT has acquired 36.8 acres of replacement <br />parkland, and the remaining is being appraised. He said that all of the land requested in <br />the easement will be transferred to the City at the completion of the parkway. He noted <br />that the replacement parkland will be acquired by VDOT, not Albemarle County. He <br />said all acquisitions are fully funded. He said that there will be a public meeting about <br />the proposed eastern connector and it is in the location stage. <br /> <br /> Responding to a question from Mr. Norris about what happens next, Mr. Tolbert <br />said that VDOT will continue to finalize plans, will do utility relocation, and then will put <br />together bids. <br /> <br /> Ms. Hamilton asked about the plans for the Steering Committee when the <br />parkway is under construction, and Mr. Tolbert said the Committee was finished after the <br />design phase, and he is not sure what the Committee could do in the construction phase <br />unless there is a change in design. <br /> <br /> Ms. Hamilton said that the Committee or the public might want to look at the <br />design one more time to assure that the recommendations are being followed by VDOT. <br /> <br /> Mr. Tolbert said he can have the engineering staff walk through the drawings for <br />the Committee or the public. <br /> <br /> Mr. Norris said he thinks some kind of public airing would be important about <br />how it will look and what it will do to the park. <br /> <br /> Mr. Lynch asked for more information on the pond, and Mr. Tolbert said that <br />VDOT is still working on the design and there will be a meeting on it on Wednesday. <br /> <br /> Responding to a question from Mr. Taliaferro, Mr. Tolbert said that 36.8 acres of <br />replacement parkland has been acquired by VDOT, and acquisition of 12.3 acres plus one <br />half acre from the railroad is in progress. <br /> <br /> Mr. Norris asked about the traffic impacts of the intersection at Melbourne Road <br />on the neighborhood, and Mr. Tolbert said that consultant’s report showed that traffic <br />will increase on Melbourne Road with the parkway, but not much beyond normal growth. <br />He said the danger would be if the County builds their portion without the City building <br />their portion of the parkway. <br /> <br /> The public hearing was opened. <br /> <br /> Mr. Rod Gentry, Manager of Union Bank and Trust, said he is excited to get to <br />this point with the parkway, and urged Council to support the easement. <br /> <br /> <br />
