<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, October 2, 2007 AT 12:00 noon IN THE Public Works <br />th <br />Administration Building, 305 4 Street, N.W. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session: Water Resource Protection Program <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />PUBLIC WORKS ADMINISTRATION BUILDING – October 2, 2007 <br /> <br />Work Session: Water Resource Protection Program <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro <br /> <br /> Mr. Lynch said if billing was taken out of the proposal it could be funded out of <br />the general fund. <br /> <br /> Mr. O’Connell said that a fee would provide a dedicated sources of funding over <br />time. <br /> <br /> Dr. Brown asked if Council favors the concept of a fee based program. <br /> <br /> Mr. Taliaferro said he is okay with a fee. He asked for a time line for dealing <br />with neighborhood drainage problems. <br /> <br /> Mr. Norris asked what is the average size water bill, and Ms. Judy Mueller, <br />Director of Public Works, said that the average combined water and sewer bill is $65.16. <br /> <br /> Mr. Norris said he would rather squeeze money out of the general fund than have <br />a fee. He said he does not think the incentives are strong enough if we have a user based <br />system. <br /> <br /> Mr. Lynch said that if over half of our impervious surfaces are City streets it <br />makes sense to pay for it out of the general fund. <br /> <br /> Ms. Hamilton asked if it would be possible to shield residences or back them out <br />to a certain degree, and Ms. Kristel Riddervold, Environmental Manager, said a decision <br />would need to be made about where to shift the cost. She said low income residents <br />could be exempt from a fee. <br /> <br /> <br />
