3 <br /> Mr. Norris asked if there is an estimate of what it would cost the Charlottesville <br />Redevelopment and Housing Authority as they are the largest property owner in the City, <br />and Ms. Riddervold said no, but said they could get educational credit. <br /> <br /> Mr. Lynch said he has not heard what we are getting to justify a 80% cost <br />increase. <br /> <br />Ms. Riddervold said we would be doing more expensive projects. <br /> <br /> Dr. Brown said he is hearing that there is a consensus on Council for option 3 <br />with a modified approach. <br /> <br /> Mr. Norris suggested adding $100,000 in incentives for private property. <br /> <br /> Dr. Brown noted that would be work that is not getting done. He asked staff for <br />information on what incentives could be, and would there be rebates or ongoing reduction <br />in costs. He also asked how many miles of sewers need to be replaced, and how much <br />would we need to do a year. He said he would like for Council to look at planning <br />choices for those issues. <br /> <br /> Mr. Norris asked if the proposal addresses integrated environmental/site plan <br />review, and Ms. Riddervold said no, but it will give us information we have not had <br />before to look at issues, and will be another tool to look at development and <br />redevelopment requests. <br /> <br /> Mr. Lynch asked about the staff for project management and inspection at a cost <br />of $200,000, and Ms. Riddervold said there is a need for a senior level engineer and <br />inspector. <br /> <br /> Responding to a question from Mr. O’Connell, Ms. Riddervold said the general <br />rule of thumb is that it takes twelve to eighteen months to get to implementation. <br /> <br /> Ms. Mueller suggested that the next step be presented to Council at its first <br />meeting in January. <br /> <br /> Responding to a question from Mr. Lynch, Ms. Riddervold said a reward for what <br />property owners are already doing can be built in. <br /> <br /> Mr. Norris said he would also like to consider waiving the fee for the Housing <br />Authority. <br /> <br /> The meeting was adjourned. <br /> <br /> <br /> <br /> <br /> <br />
