NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, October 15, 2007 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – October 15, 2007 Council met in special session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. On motion by Mr. Taliaferro, seconded by Mr. Norris, Council voted (Ayes: Dr. Brown, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: Ms. Hamilton) to meet in closed session for discussion or consideration of the acquisition of real property located on Bent Creek Road for a public purpose, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, as authorized by Section 2.2-3711(A)(3) of the Virginia Code; for discussion and consideration of prospective candidates for appointment by Council to boards and commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; and for consultant with legal counsel regarding probably litigation specifically threatened against the City, as authorized by Section 2-2-3711(A)(7) of the Virginia Code. On motion by Mr. Taliaferro, seconded by Ms. Hamilton, Council certified by the following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – October 15, 2007 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS Ms. Hamilton announced several board vacancies, and encouraged citizens to apply. Mr. Norris said that Charlottesville will be hosting a climate change/protection th conference on October 27. Mr. Norris said he would like to read the resolution Albemarle County recently passed in response to the conditions Council placed on granting the easement to VDOT for the Meadowcreek Parkway during other business. Mr. Norris asked that the ordinance regarding park hours be moved from item 8 to item 4 on the agenda. Dr. Brown announced that the Film Festival will be held November 1 – 4. Mr. O’Connell announced that Council and the Planning Commission will host a th public forum on the FY 09 Capital Improvement Program on October 20.
