8 <br />their tax returns or pay stubs to qualify for financial assistance. He said he thinks most <br />people who will use the YMCA will be County residents. He said in the long run we do <br />not know if it will save the City money. He said it will not strengthen neighborhoods. <br /> <br /> Mr. Krueger said he thinks City Board representation can be accomplished within <br />a year. <br /> <br /> Mr. Taliaferro asked what recourse the City will have if the use agreement <br />changes, and added that he does not think it will have much. <br /> <br /> Mr. Krueger said that if the YMCA covers the operating costs for the facility they <br />have to have the flexibility to control it. He said the Parks and Recreation Directors will <br />work with the YMCA Executive Director as peers. He said they are waiting until the <br />master plan for McIntire Park is developed to determine the location. Regarding the <br />requirement for a pay stub, he said they want to be fair and feel this provides a balance. <br />He said he feels there will be a disproportionate amount of City usage because of the <br />McIntire Park location. <br /> <br /> Mr. Norris asked if there is a precedent for using City parks and non-profit groups <br />for recreation purposes, and Mr. Mike Svetz, Director of Parks and Recreation, pointed <br />out the Little Leagues and Boys and Girls Club. <br /> <br /> Mr. Norris said that for this relatively small amount of County money, the County <br />cannot expect the YMCA to meet all their aquatic needs. He suggested giving the <br />County the option of repairing and operating Crow Pool since the majority of those using <br />it are County residents. Mr. Norris asked Mr. Svetz to review the matrix provided on <br />what would be provided under a variety of scenarios. Mr. Norris said the City <br />conceivably saves tax money by locating the YMCA in McIntire Park and consolidating <br />the Smith and Crow at Smith (option B in the matrix). <br /> <br /> Mr. Lynch said he thinks the benefits of option B are the same if the YMCA is in <br />McIntire Park or PVCC. He noted that we are talking about taking a ball field, not green <br />space. He said building the YMCA will be good for the community, but the key is does it <br />work for the City to have it in McIntire over PVCC. <br /> <br /> Dr. Brown agreed with Mr. Lynch. He said the attractiveness is the location, and <br />not just swimming, but the gym and financial aid as well. He said it is important to <br />support the CHS swim team. He said it is a deal breaker for him that the CHS swim team <br />must have at least six lanes for practice. He said the County needs to provide more. He <br />said giving up park land is a big deal. <br /> <br /> Ms. Hamilton said she agrees with comments made by Ms. Hall, Ms. Kutchai and <br />Ms. Goff. She said it is good to hear about real needs. She said Dede Smith, who spoke <br />at the public hearing at the last meeting, captured her feelings best and said she has <br />serious concerns about turning over park land. She said the park land has not been <br />valued, plus the City has been providing regional services for years. <br /> <br /> Mr. Norris suggested that Council have a first reading on the lease, but make it <br />clear that there is no deal until the user agreement issues are settled. <br /> <br /> Mr. Brown said that the use agreement is part of the ground lease.
