NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, November 19, 2007 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – November 19, 2007 Council met in special session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. On motion by Mr. Taliaferro, seconded by Mr. Norris, Council voted (Ayes: Dr. Brown, Ms. Hamilton, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: Mr. Lynch) to meet in closed session for discussion and consideration of prospective candidates for appointment to City boards and commission as authorized by Section 2.2- 3711(A)(1) of the Virginia Code. On motion by Mr. Taliaferro, seconded by Ms. Hamilton, Council certified by the following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – November 19, 2007 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS Dr. Brown said that former Mayor and former Delegate Mitchell Van Yahres is ill and he wanted his family to know Council is thinking about him. Mr. Lynch said that meetings about the proposed eastern connector will be held thth November 28 and 29. Mr. Norris said that a meeting on Rivanna Solid Waste Authority’s Solid Waste th Strategic Plan will be held on December 4. Dr. Brown said he will talk briefly about his visit to Poggio a Caiano, Italy during other business. AWARDS/RECOGNITIONS : GOVERNMENT FINANCE OFFICERS ASSOCIATION DISTINGUISHED BUDGET AWARD Dr. Brown said that the City has been awarded the GFOA’s Distinguished Budget th Award for the fifth year in a row and 15 time. PUBLIC Ms. Cheryl Leitch, 707 Lyons Court Lane, said there was a blockage in the nd common sewer line shared by her property and her neighbors on November 2. She said the same thing happened seven years ago and the City fixed the problem. She said the blockage remains. She said the City Attorney’s office has said it is not the City’s responsibility to fit it, but she said she continues to seek City assistance.
