11 <br /> <br />WHEREAS <br />, Council has previously approved the appropriation of certain sums <br />of general fund dollars to the CAHIP account (P-00439) within the FY 2008 capital <br />projects fund; and <br /> <br />WHEREAS <br /> , members of the Community Development Block Grant Task Force <br />have offered their recommendations for the remaining balance of CAHIP funds; <br /> <br />NOW, THEREFOREBE IT RESOLVED <br /> by the Council of the City of <br /> <br />Charlottesville, Virginia that the sum of $850,000 is hereby authorized to be paid to the <br />following organizations from currently appropriated funds in the CAHIP account (P- <br />00439) in the capital projects fund: <br /> <br /> <br /> <br />?Habitat for Humanity - $ 20,000 <br /> <br />?Albemarle Housing Improvement Program - $279,000 <br /> <br /> <br />?Piedmont Housing Alliance - $200,000 <br /> <br />?Habitat for Humanity - $ 80,000 <br /> <br />?Shelter for Help and Emergency (SHE) - $ 35,113 <br /> <br />?Region Ten - $235,887 <br /> <br />Provided that any funds authorized for special needs housing will only be used to <br />benefit individuals or families who are City residents, and who have lived in the City for <br />at least one year. <br /> <br />BE IT FURTHER RESOLVED <br />, that Region Ten will receive an additional <br />$2,143 from the Housing Initiatives Fund (P-00126) in the capital projects fund to fulfill <br />the remainder of the recommendation for a total of $238,030. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Taliaferro, Council authorized adding <br />an administrative position as recommended by staff by the following vote. Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Norris, Mr. Taliaferro. Noes: Mr. Lynch. <br /> <br /> It was agreed that use of the $300,000 in unexpended workforce housing funds be <br />taken to the Affordable Housing Committee for their recommendation. <br /> <br />RESOLUTION <br />: CLEAN ENERGY PROPOSAL <br /> <br /> Mr. Norris said that the Environmental Sustainability Committee made minor <br />wording changes to the resolution he proposed at the last meeting. He said the City has <br />already committed to several things included in the resolution through the Mayor’s <br />Climate Protection Agreement. <br /> <br /> Mr. Lynch thanked Mr. Norris for putting together the resolution. He said it is a <br />good synopsis of where we are now and where we want to go in the future. He said we <br />should make sure people understand that the moratorium is proposed on new coal-fired <br />power plants and expansion of existing nuclear power plants until there has first been a <br />significant expansion of investment in energy conservation and energy efficiency efforts <br />and development of renewable energy alternatives. He said we are behind in renewable <br />energy resources. He said he will support the resolution. <br /> <br /> Ms. Hamilton suggested incorporating language from the e-mail from the Wise <br />County Administrator that coal-fired power plants should also be retrofitted using newly- <br />developed technologies to reduce harmful emissions. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Lynch, the Clean Energy Resolution <br />was approved by the following vote, incorporating the language suggested by Ms. <br />Hamilton. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br /> <br />
