7 <br /> Mr. Norris said that one selling point of the use agreement is the programmatic <br />linkage to the CHS swim team. <br /> <br /> Mr. Svetz said CHS is very willing to work on intramural and in-school programs <br />with the YMCA. <br /> <br /> Mr. Norris said the question has been raised about whether the YMCA is open to <br />the City’s ongoing involvement in the development of the facilities. <br /> <br /> Mr. Kurt Krueger, President of the YMCA Board, said that meetings will be held <br />to discuss that. He noted that the City would need to contribute $1.25 more in order to <br />add cool water lanes. <br /> <br /> Mr. Lynch suggested stipulating that the lanes will be 25 yards long in the <br />agreement. <br /> <br /> Mr. Brown said that Council needs to amend the ordinance due to the revisions <br />made since the first reading. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Norris, the ordinance was amended as <br />proposed by staff by the following vote. Ayes: Dr. Brown, Mr. Lynch, Mr. Norris. <br />Noes: Ms. Hamilton and Mr. Taliaferro. <br /> <br /> Mr. Lynch said he was originally skeptical about the proposal and still likes the <br />PVCC site. He said he was willing to entertain the McIntire Park site because of the <br />cooperation with CHS. He said the YMCA has shown good faith in being a partner and <br />has agreed to give CHS priority usage. He said the Schools have said they can provide an <br />extra activity bus. He said the swim teams are interested in have a cool water pool, but <br />neither the City nor the YMCA can afford it. <br /> <br /> Ms. Hamilton said she greatly appreciates the efforts of the YMCA, staff and <br />community, but she cannot support the proposal. She said once the Park is altered it is <br />altered for all time. She said she does not think we are thinking big enough. She said we <br />should be talking directly with Albemarle County and the University of Virginia about a <br />large regional facility. She said she thinks we are rushing into this. She said she feels <br />this is important enough that it should have a super majority vote of Council. <br /> <br /> Mr. Norris thanked staff, the YMCA and Schools for an exciting proposal which <br />he thinks will be a regional solution. He said he is a strong supporter of the proposal <br />though a lot of details remain to be worked out. He said he thinks it will be an asset to <br />the Schools and community. <br /> <br /> Mr. Taliaferro said he appreciates the work, but said there are still unanswered <br />questions. He said he is somewhat troubled about putting the facility in the middle of a <br />City park. <br /> <br /> Dr. Brown said he started off being skeptical, but said it addresses the need to find <br />activities for adolescents. He said it supports youth sports and will support swimming in <br />a meaningful way. He said it is true that we are dealing with a park, but noted that it is <br />the part that currently has ball fields on it. <br /> <br /> Mr. Lynch said Ms. Hamilton makes a good point about the vote, and he asked <br />what would need to change to get the support of either Ms. Hamilton or Mr. Taliaferro <br />and to get to a four to one vote. He said in some ways the project could be more <br />ambitious. He supported involving U. Va. <br /> <br /> Ms. Hamilton said it would need to change to be a regional competition pool <br />available for swim meets with a diving well. <br /> <br /> Mr. Krueger said there is a reasonable opportunity to do a regional facility if <br />adequate capital and operating funds can be raised. He said ten lanes would cost <br />approximately $3.5 million to build and $100,000 to $250,000 a year to operate. <br /> <br />
