<br />ORDINANCE <br />h. : “AN ORDINANCE TO QUITCLAIM NATURAL GAS <br /> LINES LOCATED ON COPPERFIELD RIDGE IN COPPERFIELD SUBDIVISION <br /> IN ALBEMARLE COUNTY TO THE VIRGINIA DEPARTMENT OF <br /> TRANSPORTATION” (carried over) <br /> <br />ORDINANCE <br />i. : “AN ORDINANCE AMENDING AND REENACTING <br /> THE ZONING DISTRICT MAP INCORPORATED IN SECTION 34-1 OF THE <br /> ZONING ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br /> 1990, AS AMENDED, BY THE RE-ZONING OF PROPERTY LOCATED AT <br /> SUMMIT STREET AND FONTAINE AVENUE (CITY TAX MAP 17A, PARCEL <br /> 14) FROM R-2 (RESIDENTIAL)TO B-2 (BUSINESS)” <br /> <br />PUBLIC HEARING/REPORT <br />: HISTORIC DISTRICT SURVEY PROJECT <br /> <br /> Ms. Mary Joy Scala, Preservation and Design Planner in Neighborhood <br />Development Services, provided an update on the following goals: systematically <br />inventory and evaluate all historic resources in the City; devise a conservation district as <br />an alternative to the existing architectural design control districts to protect the character, <br />stability and scale of older neighborhoods; and provide protection to historic resources <br />through local designation of districts and individual properties. She said Fifeville has <br />been nominated to the National and State Registrar and several neighborhoods have been <br />contacted about pursuing national or local designation. She said policies are being <br />explored for individually protected properties, both aged based and systematic based. <br />She presented a listing of 100 year old properties in the City. <br /> <br /> Responding to a question from Mr. Norris, Ms. Scala said that the issue of <br />compensation for Board of Architectural Review has been raised, especially if their work <br />load is to increase. <br /> <br /> Mr. Norris asked for clarification that Council is not being asked to approve the <br />list of individually designated properties, and Ms. Scala said that will come back to <br />Council. <br /> <br /> Ms. Edwards asked whether Westhaven as the first public housing site could be <br />included, and Ms. Scala said yes. <br /> <br /> Responding to a question from Dr. Brown, Ms. Scala said no properties have been <br />individually designated since 1993 except when requested by the owner. <br /> <br /> The public hearing was opened. <br /> <br /> Mr. Aaron Wunsch said that he supports expansion of individually designated <br />properties, and would combine both of Ms. Scala’s lists. <br /> <br /> Mr. Daniel Bluestone said he would want a flexible process for conservation <br />districts. He supported including a design and demolition review for all houses 75 years <br />or older. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Huja said he would support proceeding with the Gildersleeve nomination. <br />Responding to a question from Mr. Huja about interest by the Martha Jefferson and <br />Woolen Mills neighborhoods, Ms. Scala said that she has been told by individuals in <br />those neighborhoods that they are interested, but they are waiting to see what a <br />conservation district looks like, and nothing official has been done by them. <br /> <br /> Mr. Huja said he supports individual designation of properties. He said that <br />properties should be initially identified then there should be an annual review. He said he <br />supports creation of conservation districts. He said he thinks the BAR members should <br />be paid expenses for parking, etc. but suggested that other localities be surveyed before <br />providing them with a stipend. <br /> <br />
