<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, January 22, 2008 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – January 22, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Ms. Edwards, seconded by Dr. Brown, Council voted (Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in <br />closed session for discussion and consideration of prospective candidates for appointment <br />to City boards and commissions and the mid-year performance evaluation of the City <br />Manager as authorized by Section 2.2-3711(A)(1) of the Virginia Code. <br /> <br /> On motion by Ms. Edwards, seconded by Mr. Huja, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – January 22, 2008 <br /> <br /> Council met in regular session with the following members present: Dr. Brown, <br />Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br />th <br /> Ms. Edwards announced that QCC Walks will be held on January 26. <br /> <br /> Mr. Norris said he will present a resolution regarding affordable housing during <br />other business <br /> <br />AWARDS/RECOGNITIONS <br />: MENTORING MONTH PROCLAMATION <br /> <br /> Mr. Norris presented the Mentoring Month proclamation to Kala Somerville of <br />Computers4Kids. He announced that Computers4Kids volunteer Jenny Kim has been <br />named Volunteer of the Year by the Virginia Mentoring Partnership. <br /> <br />PUBLIC <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown <br />Neighborhood Association, said that she did not receive the invitation to participate in the <br />interviews for the Assistant City Manager position because the e-mail was sent to her old <br />address. <br /> <br /> Mr. Downing Smith, 810 Locust Avenue, referred to an article in The Hook about <br />Gerry Mitchell, the man in the wheelchair who was hit by an Albemarle County police <br />officer, that also called on the Council and the Commonwealth’s Attorney to look into <br />corruption in the Police Department. Mr. Smith said he thinks that wording was off base. <br />He said, however, that two recent instances have made the police look bad. He said he <br />does not want the police to have a bad reputation and recommended that a citizen review <br />board be established to be composed of a cross section of the community. <br /> <br />
