NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Tuesday, January 22, 2008 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – January 22, 2008 Council met in special session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. On motion by Ms. Edwards, seconded by Dr. Brown, Council voted (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in closed session for discussion and consideration of prospective candidates for appointment to City boards and commissions and the mid-year performance evaluation of the City Manager as authorized by Section 2.2-3711(A)(1) of the Virginia Code. On motion by Ms. Edwards, seconded by Mr. Huja, Council certified by the following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – January 22, 2008 Council met in regular session with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS th Ms. Edwards announced that QCC Walks will be held on January 26. Mr. Norris said he will present a resolution regarding affordable housing during other business AWARDS/RECOGNITIONS : MENTORING MONTH PROCLAMATION Mr. Norris presented the Mentoring Month proclamation to Kala Somerville of Computers4Kids. He announced that Computers4Kids volunteer Jenny Kim has been named Volunteer of the Year by the Virginia Mentoring Partnership. PUBLIC Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown Neighborhood Association, said that she did not receive the invitation to participate in the interviews for the Assistant City Manager position because the e-mail was sent to her old address. Mr. Downing Smith, 810 Locust Avenue, referred to an article in The Hook about Gerry Mitchell, the man in the wheelchair who was hit by an Albemarle County police officer, that also called on the Council and the Commonwealth’s Attorney to look into corruption in the Police Department. Mr. Smith said he thinks that wording was off base. He said, however, that two recent instances have made the police look bad. He said he does not want the police to have a bad reputation and recommended that a citizen review board be established to be composed of a cross section of the community.
