11 <br /> Mr. Huja said he hears only good things about PVCC. He said the workforce <br />training center is an exciting possibility. He asked how Dr. Friedman would react to the <br />idea of an advisory committee for the training center, and Dr. Friedman said it is an <br />excellent idea. <br /> <br /> Mr. Taliaferro said he is interested in workforce development, and asked if PVCC <br />has had success with creating upward mobility. <br /> <br /> Dr. Friedman said yes, but there is much more that needs to be done. He said <br />having a dedicated facility would enhance what PVCC currently does. <br /> <br /> Ms. Edwards asked how an expanded facility would help PVCC to diversity and <br />expand the program, and asked about re-entry for persons who have been incarcerated. <br /> <br /> Dr. Friedman said that in general most programs need dedicated spaces. He said <br />there is also a need for specialized facilities. He said PVCC has had programs at the jail. <br />He said the unemployed and underemployed are the primary non-credit workforce <br />training students. <br /> <br /> Responding to a question from Ms. Edwards about an LPN program, Dr. <br />Friedman said there is no funding for the program but he has not given up. <br /> <br /> Mr. Norris asked how we can do more outreach and help people get where they <br />need to be. Mr. Norris suggested that two Councilors sit down with representatives from <br />Albemarle County to discuss the possible property transfer, and Mr. Taliaferro and Ms. <br />Edwards volunteered. <br /> <br />REPORT <br />: PLACES 29 <br /> <br /> This report was deferred until a future meeting because of the time. <br /> <br />PUBLIC <br /> <br /> Ms. Tammy Londeree, 813 Locust Avenue, Apt. C, expressed concern about <br />waiting around for Albemarle County before putting funds in for affordable housing. <br /> <br />OTHER BUSINESS <br /> <br />RESOLUTION <br />: STATE FUNDING FOR WASTEWATER TREATMENT <br />NUTRIENT REMOVAL <br /> <br /> Mr. O’Connell said the State has set up a fund to assist localities with nutrient <br />removal and the General Assembly is talking about cutting the funds. He said the <br />resolution requests that the funding not be eliminated. <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, the Resolution re: State Funding <br />for Wastewater Treatment Nutrient Removal was approved by the following vote. Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />WHEREAS <br />, federal and state agencies have been aware of the declining health <br />of the Chesapeake Bay since the 1970s; and <br /> <br />WHEREAS <br />, numerous studies by federal and state agencies regarding excessive <br />nitrogen and phosphorus nutrients as a cause of Bay degradation have revealed that the <br />sources of these nutrients are very diverse and include responsibilities among all citizens, <br />for numerous non-point sources, atmospheric deposition, ands discharges from industrial <br />and municipal wastewater treatment facilities; and <br /> <br />WHEREAS, <br /> current state policy prioritizes the reduction of nutrients from <br />wastewater treatment facilities, which are required to meet the point source nutrient load <br />cap by a deadline currently set at December 31, 2010, in part because wastewater <br />treatment facility performance is easier to control and measure and because today’s <br /> <br />
