<br />, at the December 3, 2007 City Council meeting, Council dedicated
<br />$750,000 of the FY 2007 Fund Balance Target Excess to stormwater infrastructure.
<br />
<br />NOW, THEREFORE BE IT RESOLVED
<br /> by the Council of the City of
<br />Charlottesville, Virginia, that the sum of $750,000, is hereby appropriated from the FY
<br />2007 Target Excess Funds currently held in the capital projects fund contingency account
<br />(CP-002) as a transfer to a new account in the capital projects fund called Water
<br />Resources Protection (DR-002).

<br />: AFFORDABLE HOUSING INVESTMENT
<br />FUND

<br /> Mr. Norris said that a year ago an affordable housing proposal was considered by
<br />Council. He said the money was approved, but the idea of a dedicated fund was not. He
<br />said the proposed ordinance has more flexibility, and dedicates 2 cents on the tax rate and
<br />25% of lodging taxes for affordable housing. He said Council will decide priorities. He
<br />said this will actually result in a 20% decrease next year. He said it will elevate the
<br />priority of affordable housing in the budget, and noted that is the point. He said if
<br />Council decides the amount is too big in the future or the goals have been met, the
<br />amount can be changed. He said several local surveys have shown affordable housing to
<br />be a top priority. In response to concerns he has heard about not being comfortable
