NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Tuesday, February 19, 2008 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – February 19, 2008 Council met in special session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. On motion by Mr. Brown, seconded by Mr. Huja, Council voted (Ayes: Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: Ms. Edwards) to meet in closed session for discussion and consideration of the disposition of City-owned real property at and near the intersection of Ridge Street and Cherry Avenue, where discussion in an open meeting would adversely affect the negotiating strategy of the City, as authorized by Section 2.2-3711(A)(3) of the Virginia Code; for discussion and consideration of prospective candidates for appointment to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; and for consultation with legal counsel pertaining to actual litigation, where such consultation in an open meeting would adversely affect the negotiating or litigating posture of the City and discussion of a proposed agreement with Albemarle County for fire services, as authorized by Section 2.2-3711(A)(7) of the Virginia Code. On motion by Dr. Brown, seconded by Mr. Taliaferro, Council certified by the following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – February 19, 2008 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Mr. Norris asked for a moment of silence to honor former Delegate and Mayor Mitch Van Yahres, who died on February 8. He said he was a friend and mentor to many people. ANNOUNCEMENTS Ms. Edwards invited the public to join the QCC Healthy Walks for Women, a joint City/County effort, on Saturday. Mr. O’Connell said that the budget has been released and is on the City’s website. Mr. Norris said that upcoming policy issues will be discussed during other business. PUBLIC Dr. Harold Bare, Sr., President of Hope Community Center, said that the Center has started housing homeless people, and provides health screenings, showers, job advice, and help enrolling in PVCC. He said they have taken care of 90 people and have
