<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, February 19, 2008 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – February 19, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Brown, seconded by Mr. Huja, Council voted (Ayes: Dr. <br />Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: Ms. <br />Edwards) to meet in closed session for discussion and consideration of the disposition of <br />City-owned real property at and near the intersection of Ridge Street and Cherry Avenue, <br />where discussion in an open meeting would adversely affect the negotiating strategy of <br />the City, as authorized by Section 2.2-3711(A)(3) of the Virginia Code; for discussion <br />and consideration of prospective candidates for appointment to City boards and <br />commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; and for <br />consultation with legal counsel pertaining to actual litigation, where such consultation in <br />an open meeting would adversely affect the negotiating or litigating posture of the City <br />and discussion of a proposed agreement with Albemarle County for fire services, as <br />authorized by Section 2.2-3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – February 19, 2008 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> Mr. Norris asked for a moment of silence to honor former Delegate and Mayor <br />Mitch Van Yahres, who died on February 8. He said he was a friend and mentor to many <br />people. <br /> <br />ANNOUNCEMENTS <br /> <br /> Ms. Edwards invited the public to join the QCC Healthy Walks for Women, a <br />joint City/County effort, on Saturday. <br /> <br /> Mr. O’Connell said that the budget has been released and is on the City’s website. <br /> <br /> Mr. Norris said that upcoming policy issues will be discussed during other <br />business. <br /> <br />PUBLIC <br /> <br /> <br />Dr. Harold Bare, Sr., President of Hope Community Center, said that the Center <br />has started housing homeless people, and provides health screenings, showers, job <br />advice, and help enrolling in PVCC.
