7 <br /> Mr. Norris said he appreciates the intention behind the ordinance, but he feels it is <br />a little unfair to hold small business accountable, but not the Pavilion. He said the <br />supports the issue of the street musicians. <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, the ordinance entitled “AN <br />ORDINANCE AMENDING AND REORDAINIGN CHAPTER 16 (NOISE <br />CONTROL) OF THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, TO <br />REGULATE NOISE FROM RESTAURANTS DURING THE NIGHTTIME HOURS <br />AND AT ALL HOURS IN THE DOWNTOWN BUSINESS DISTRICT” was offered <br />and carried over to the next meeting for consideration. <br /> <br />REPORT <br />: PLACES 29 <br /> <br /> Mr. Harrison Rue, Executive Director of Thomas Jefferson Planning District <br />Commission, gave an update on the Places 29, 29 North and 29H 250 studies. He said <br />29H250-Phase 2 was completed in 2004 and tested workable concepts for improvements <br />to the US-29 North intersections, including 250 Bypass, Hydraulic, and Barracks Road <br />exist from 250 Bypass. Route 29 North corridor study is about to be completed, and the <br />focus of this was to develop a transportation plan for the 10 ¾ mile long US 29 corridor <br />from Route 250 Bypass to the Green County line. Places 29 master plan combines the <br />master planning of Albemarle County’s four north development areas with the Route 29 <br />north corridor study to guide growth in the urban areas and create livable, urban <br />communities. <br /> <br /> Dr. Brown said there has been a discussion at the MPO about taking steps about <br />pedestrian safety at the busier streets earlier, and not waiting until the major design <br />changes. He noted that Mr. Rue did not mention bike lanes on the corridor <br /> <br /> Mr. Rue said he would like to be directed to proceed with pedestrian safety <br />changes. He said that bike lanes are included on most roads on parallel lanes or on off- <br />road trails. <br /> <br /> Dr. Brown asked if the impact on businesses of a grade separated interchange at <br />Hydraulic was taken into account. <br /> <br /> Mr. Rue said yes, that several meetings were held with businesses in the area, and <br />the proposed plan has the least impact. He said it will have impact on the four corners, <br />but he noted that if nothing is done the area will be blocked up. He said more will be <br />known when detailed drawings are done. He said Hillsdale Drive Extended and <br />Meadowcreek Parkways need to be done first. <br /> <br /> Dr. Brown said there is no State money for roads, and he asked if this is just an <br />exercise in wishful thinking. <br /> <br /> Mr. Rue said he thinks Congress will act faster than the State. He said significant <br />parts of the corridor will be built with funding from private businesses. He said the <br />interchanges are the big ticket items and will require significant public dollars. <br /> <br /> Mr. Norris asked about the next step in developing the Regional Transit Authority <br />Plan, and Mr. Rue said it will take one to two months to finish the study and to answer <br />questions posed by the Board of Supervisors and Council. <br /> <br />REPORT <br />: SISTER CITY COMMITTEE <br /> <br /> Mr. O’Connell said that Charlottesville is becoming a global community. He said <br />that Council appointed an ad hoc group and asked that they come back with <br />recommendations regarding a permanent sister city committee. <br /> <br /> Mr. James Potter, Chairman of the Ad Hoc Committee on Sister Cities, <br />introduced members of the Committee. He said that the charge to the Committee was to <br />recommend a charge and membership for a permanent committee. He said the City <br />currently has four sister cities: Plevin, Bulgaria; Poggio a Caiano, Italy; Besancon, <br /> <br />
