This term will be effective on March 12, 2008 and will expire on August <br />31, 1012. <br /> <br />CONSENT AGENDA <br /> <br /> <br />Ms. Edwards removed the noise ordinance from the consent agenda. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, the following consent <br />agenda items were approved by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. <br />Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />a. Minutes of February 8, 11 (2) <br /> <br />APPROPRIATION <br />b. : $4,148 – Grant for Bulletproof Vests (carried over) <br /> <br />APPROPRIATION <br />c. : $3,606.54 – Reimbursement to Sheriff’s Department <br /> (carried over) <br /> <br />RESOLUTION <br />d. : Supporting State Funding for Buckingham Branch Railroad <br /> <br />WHEREAS, <br /> the Buckingham Branch Railroad desires to file an application with <br />the Virginia Department of Rail and Public Transportation for funding assistance for the <br />projects; and <br /> <br />WHEREAS, <br /> Buckingham Branch Railroad has identified projects that are <br />estimated to cost $20,763,000; and <br /> <br />WHEREAS, <br /> the General Assembly, through enactment of the Rail Preservation <br />Program, provides for funding for certain improvements and procurement of railways in <br />the Commonwealth of Virginia; and <br /> <br />WHEREAS, <br /> the Buckingham Branch Railroad is an important element of the <br />City of Charlottesville transportation system; and <br /> <br />WHEREAS, <br /> the Buckingham Branch Railroad is instrumental in the economic <br />development of the area, and provides relief to the highway system by transporting <br />freight, and provides an alternate means of transportation of commodities; and <br /> <br />WHEREAS, <br /> the City of Charlottesville supports the project and the retention of <br />the rail service; and <br /> <br />WHEREAS, <br /> the Commonwealth Transportation Board has established <br />procedures for all allocation and distribution of the funds provided. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, <br /> that the City of Charlottesville <br />Council does hereby request the Virginia Department of Rail and Public Transportation <br />to give priority consideration to the projects proposed by the Buckingham Branch <br />Railroad. <br /> <br />BE IT FURTHER RESOLVED <br /> , that a copy of this resolution be spread upon <br />the minutes of the March 3, 2008 meeting and sent to Buckingham Branch Railroad. <br /> <br />PRESENTATION <br />: CITY MANAGER’S PROPOSED BUDGET <br /> <br /> Mr. Norris said that Council desires a full and active public participation in the <br />budget process. <br /> <br /> Mr. O’Connell said that these are financially challenging times. He reviewed the <br />budget guidelines established by Council in the fall. He said the Council vision statement <br />sets the priority for the budget. He said this year’s budget increase, 4.21%, is the smallest <br />increase in ten years. Mr. O’Connell reviewed the budget highlights which focus on <br /> <br />
