5 <br />REPORT <br />: NEIGHBORHOOD DEVELOPMENT SERVICES <br /> <br /> Mr. Norris explained that this is the second in a series of presentation by City <br />departments. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that the <br />Department was created in 1999. He reviewed the divisions and gave an overview of <br />services provided by the Department, including neighborhood planning, building code <br />enforcement, and property maintenance enforcement. <br /> <br /> Responding to a question from Dr. Brown, Mr. Tolbert said when too many <br />people living in a house is brought to their attention staff investigate. He said that some <br />properties are grandfathered. <br /> <br /> Responding to questions from Mr. Norris, Mr. Tolbert said the assistant traffic <br />engineer started work today and they are looking at combining the positions of housing <br />planner and Community Development Block Grant planner. <br /> <br /> Mr. O’Connell said that all City staff vacancies are being scrutinized to look for <br />cost savings which will slow hiring down. <br /> <br /> Ms. Edwards said she has a better appreciation of the work and complexity of <br />what Neighborhood Development does as a result of the presentation. <br /> <br />RESOLUTION <br />: EXTENDING CITY/ALBEMARLE COUNTY FIRE SERVICES <br />AGREEMENT <br /> <br /> Mr. O’Connell said that the City and County signed a ten year fire services <br />agreement in 2000,which includes a three-year termination notice. He said the County <br />Executive has written indicating that the County wants to extend the agreement for six <br />years to 2013. Mr. O’Connell said he thinks this is a win-win situation and a good deal <br />for the City financially, bringing in $600,000 annually. <br /> <br /> Dr. Brown moved the resolution and Mr. Huja seconded the motion, saying that <br />this is an example of a win-win with the County. He said he would like to explore more <br />opportunities for partnerships with the County. <br /> <br /> Mr. Norris asked if it makes sense to program some of these funds for a new fire <br />station. <br /> <br /> Mr. O’Connell said it will be funded with bonds, and said we probably would not <br />want to fund debt service with funding that could end. <br /> <br /> The resolution extending the City/Albemarle County Fire Services Agreement <br />was approved by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. <br />Norris, Mr. Taliaferro. Noes: None. <br /> <br /> WHEREAS <br />, on May 3, 2000 the City of Charlottesville (the “City”) and the <br />County of Albemarle (the “County”) entered into an agreement governing the provision <br />of fire services for both localities (the “Fire Services Agreement”), which remains in full <br />force and effect; and, <br /> <br />WHEREAS <br /> , by a subsequent agreement dated February 18, 2003 the parties <br />provided for additional payments by the County to the City for fire dispatch services <br />pending the transfer of those services to the Emergency Communications Center, which <br />transfer has now been accomplished; and, <br /> <br />WHEREAS <br /> , Section 6 of the Fire Services Agreement provides that the <br />Agreement shall expire on June 30, 2010 but that the parties may, by mutual written <br />agreement executed prior to June 30, 2007, extend the Agreement for a second term <br />lasting three (3) additional years, through June 30, 2013; and, <br /> <br /> <br />
