3 <br /> Ms. Edwards said she would rather invest in education and recreation now rather <br />than jails later. <br /> <br /> Mr. Taliaferro said he does not want to spread out the mall renovations. <br /> <br /> Mr. O’Connell agreed, but said Council will be making a commitment that funds <br />will be available for the renovations in the future. <br /> <br /> Dr. Brown said he would like a breakout of funds for mall renovations versus side <br />streets. He said he might prune funding for side streets. <br /> <br />thnd <br /> Mr. Tolbert said the City is contractually obligated to improvements on 5 and 2 <br />Streets. He said the remainder of the funding is for the mall proper. <br /> <br /> Mr. Huja said he would like to keep a good, clean design for the mall. <br /> Mr. Norris asked about the need for new sidewalks versus the funding proposed. <br /> <br /> Mr. Tolbert said it is probably more of an issue of the amount of new sidewalks <br />that staff can handle rather than the funding. <br /> <br /> Mr. Norris asked about money for the pedestrian safety committee’s <br />recommendations, and Mr. O’Connell said the logical place for this would be CIP <br />contingency funds as well as some other funds in existing account. <br /> <br /> Mr. Norris asked what the argument is for adding more money to the Strategic <br />Investment Fund. <br /> <br /> Mr. O’Connell said big projects are coming up that could use up all the funds. <br />He said he would argue that not enough is proposed for this fund. <br /> <br />Mr. Huja said he is not sure we need $750,000 for wayfinding. <br /> <br /> Mr. O’Connell said he would like to provide more information on wayfinding <br />before Council makes a decision. He said the funds can be reprogrammed if Council <br />decides not to do it. <br /> <br /> Dr. Brown said it would be helpful to show funds in each CIP category from this <br />year. He said he assumes that new lighting will conform to the dark skies ordinance. <br /> <br /> Mr. Huja said he would like to see money spent on new trees, and he would like <br />to acquire land for open space. <br /> <br /> Mr. Norris asked for staff to provide information on what it would entail to set up <br />a fund for land banking, and what mechanism could be used to do that. <br /> <br /> Mr. O’Connell said that one idea would be to dedicate funds the City will receive <br />from Rivanna Water and Sewer Authority as a result of the Ragged Mountain Dam being <br />raised. <br /> <br /> Dr. Brown said he would like more information on the status of ITS, and more <br />details on what the neighborhood CIP program does and the process. <br /> <br /> The meeting was adjourned. <br /> <br />_______________________________ ______________________________ <br />President Clerk <br />
