7 <br /> <br /> Mr. Huja said he thinks it is a good idea to require energy efficient homes. He <br />said he supports universal design for new homes, but is not so sure about requiring it for <br />existing homes. <br /> <br /> Mr. Tolbert said it is proposed for new housing only. <br /> <br /> Dr. Brown said he thinks it is a great idea and future residents will thank us. <br /> <br /> Mr. Norris said we should make sure that bronze standard is the minimum <br />requirement. He said it would be good if the City adopted this policy for its own <br />projects, and suggested folding that into the resolution. <br /> <br /> Mr. O’Connell said that in practice the City has been exceeding these standards. <br /> <br /> Responding to a question from Mr. Norris about the status of the ordinance <br />providing a tax rebate for energy efficient homes, Mr. Brown said that he has completed <br />a draft, but the General Assembly has made changes that could affect it, so as soon as <br />those changes become law he will bring it back to Council. <br /> <br /> Mr. Norris said he fully supports the proposal. <br /> <br />PUBLIC <br /> <br /> Mr. Norris said that in the future he would like to move the final “matters by the <br />public” to the end of the agenda. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said the first meeting of the pedestrian <br />safety committee was held, and he encouraged Council to identify available funding for <br />the Committee’s recommendations. <br /> <br /> Mr. Jason Halbert, 803 Stonehenge Avenue, encouraged Council to maintain a <br />standard of 30% for energy rebates. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. O’Connell said there are funds in the current year’s budget for pedestrian <br />safety and CIP contingency funds will be available as well. <br /> <br />th <br /> Mr. Norris announced that the August 4 Council meeting will be cancelled. He <br />said staff is working on a date for the water supply work session. <br /> <br /> Dr. Brown said that Advocates for a Sustainable Albemarle Population (ASAP) <br />had previously asked Council for $11,000 for a study, and Council had asked for a more <br />specific plan and to have the City’s Environmental Sustainability Committee look at the <br />proposal. He said the Committee agreed that the funds should be used to study <br />ecosystem services, environmental footprint analysis, and population impacts on single <br />environmental variables. He said they did not think the study should include softer <br />scientific areas. He said these are somewhat consistent with the Board of Supervisors’ <br />conditions. He made a motion that the funding be provided to ASAP limited to a study of <br />those three items. <br /> <br /> Mr. Taliaferro seconded the motion, and it was approved by the following vote: <br />Ayes: Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. Absent: Ms. <br />Edwards. <br /> <br /> Dr. Brown said that as Chairman of the Environmental Sustainability Committee, <br />he would like to attend an important ICLEI meeting in May in Albuquerque. He said that <br />ICLEI has offered to pay airfare for one elected official and one staff member. He asked <br />for concurrence from Council that he attend. <br /> <br /> <br />
