14 <br /> <br />BE IT FURTHER RESOLVED <br /> that the City of Charlottesville urges Rep. <br />Virgil Goode to sign on as a co-sponsor of the proposed federal legislation (HR 808) to <br />create a United States Department of Peace and Nonviolence and to use the powers of <br />their office to otherwise actively support its passage among their colleagues in Congress; <br />and <br /> <br /> BE IT FURTHER RESOLVED <br /> that the City of Charlottesville urges U. S. <br />Senators Jim Webb and John Warner to introduce a companion bill into the United States <br />Senate to create a United States Department of Peace and Nonviolence and actively <br />supports its passage. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Bernard Wray, Director of Finance, responded to comments made by Mr. <br />Moore about the cost of the City’s retirement plan. He said the City’s rate is 13.4% of <br />payroll and the County’s is $13.5%. He said the City’s health care portion of the <br />retirement plan is 14% of payroll. He said the County is not funding their health portion <br />as a new liability in the way that the City does, though they will eventually have to. <br /> <br /> Responding to a question from Mr. Taliaferro, Mr. Wray said that City currently <br />pasy, and the County will have to pay, for the retirement expenses when they are earned, <br />not as they are paid out. <br /> <br /> Dr. Brown asked if the City and County retirement benefits are the same, and Mr. <br />Wray said that on the retirement side the City is not quite as good as the County, and the <br />City is a little better than the County on the health side. <br /> <br /> Dr. Brown said the big difference in cost is that the City has chosen to actuarially <br />fund the health benefit portion of retirement benefits. <br /> <br /> Mr. O’Connell provided a brief comparison between City and County services, <br />noting that the City provides certain services that the County does not. <br /> <br /> Mr. Taliaferro noted that the comparison does not include police services, and Mr. <br />O’Connell said that the document was quickly prepared and does not include all services. <br /> <br /> Mr. Huja asked for clarification about a letter from VDOT saying there will be a <br />44% reduction of State funds to localities, and Mr. O’Connell said the letter indicated that <br />that the reduction will not affect funding for the Meadowcreek Parkway. <br /> <br /> Mr. Norris said that VDOT is giving priority to projects that leverage federal <br />funds. <br /> <br /> Mr. Huja said he has been asked why there is no recycling at the Belmont <br />Commons condominiums. <br /> <br />PUBLIC <br /> <br /> <br />Mr. Peter Kleeman, 407 Hedge Street, said he is pleased that public comment is <br />now allowed after other business. Mr. Kleeman noted that federal funds are only being <br />used for the interchange for the Meadowcreek Parkway. He said that City Council <br />members are the only City employees without health care, and he thinks they should be <br />included. He said signage has been discussed a lot, and he thinks the pedestrian signage <br />rd <br />at 3 Street is weak. <br /> <br />rd <br /> Mr. Norris agreed about the signage on 3 Street, but said his assumption is that it <br />is temporary. <br /> <br /> The meeting was adjourned. <br /> <br />_______________________________ _____________________________ <br /> <br />
