5 <br /> <br />WHEREAS, <br /> City staff have reviewed and approved the request, citing improved <br />th <br />emergency response times and minimal impact on the property owners adjoining 15 <br />Street, S.W.; now, therefore <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />th <br />the portion of the City street currently named “15 Street S.W.” that runs from Lane <br />Road to Crispell Drive shall hereinafter be officially named “Jeanette Lancaster Way”, as <br />recommended by staff and with the concurrence of the property owners whose addresses <br />would be affected; and <br /> <br />BE IT FURTHER RESOLVED <br /> by the Council of the City of Charlottesville, <br />th <br />Virginia that the portion of 15 Street, S.W. that runs from the south side of the Hospital <br />South Parking Garage to its terminus at the UVA Outpatient Surgery Center shall <br />hereinafter be officially an extension of the existing street named Monroe Lane. <br /> <br />RESOLUTION <br />i. : Increasing Eligibility Limits for VHDA HomeStride Funds <br /> <br />WHEREAS <br /> , the City of Charlottesville is a participant in the VHDA HomeStride <br />Downpayment Assistance Program and wishes to increase eligibility income limits. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the City Council of the City of <br />Charlottesville that the income limits for the use of VHDA HomeStride Funds be set at <br />VHDA’s limits, which currently are $63,300 for a family of two or fewer and $73,300 for <br />a family of three or more, and that these limits will adjust according to adjustments in the <br />VHDA limits. <br /> <br />RESOLUTION <br />j. : Authorizing $5,000 for Energy Efficiency Campaign <br /> <br />WHEREAS <br />, at the January 7, 2008 City Council meeting, Council approved an <br />expenditure of $5,000 from the FY08 Green City Initiatives account to support an energy <br />efficiency public campaign consisting of the distribution of compact fluorescent light <br />bulbs and the raffle of two free residential property energy efficiency audits. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED <br />by the City Council of the City of <br />Charlottesville, Virginia that the sum of $5,000 is hereby made available from currently <br />appropriated funds in the following account in the capital projects fund: <br /> <br />? <br /> <br />$5,000 Fund: 425 Project: P-00442 <br /> <br />ORDINANCE <br />k. : “AN ORDINANCE TO AMEND AND RE-ENACT <br />CHAPTER 29 (SUBDIVISIONS) OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE) (carried over) <br /> <br />ORDINANCE <br />l. : “AN ORDINANCE AMENDING AND REORDAINING <br /> ARTICLE II (OVERLAY DISTRICTS), DIVISION 1 (FLOOR HAZARD <br /> PROTECTION OVERLAY DISTRICT) AND ARTICLE X (DEFINITION), OF <br /> CHAPTER 34 (ZONING) OF THE CHARLOTTESVILLE CITY CODE, 1990, AS <br /> AMENDED, RELATING TO FLOOD PLAIN REGULATIONS AND ZONING <br /> DEFINITIONS” (carried over) <br /> <br />PUBLIC HEARING <br />: CITY COUNCIL’S PROPOSED FY 2009 BUDGET <br /> <br /> Mr. O’Connell said that the budget provides major funding for education, capital <br />improvement budget, affordable housing, and youth recreational programs. He said <br />changes made to the budget by Council include: use of revenue sharing to the CIP; <br />adjustment in Council reserve; increase in VML membership dues; funding for REAL <br />Dad’s program; increases in the tax grant program; and an increase for the Dogwood <br />Festival. He said reductions as a result of the State budget are still unknown, but staff’s <br />best guess is that funcing will be reduced by as much as $500,000. He said the final <br />numbers will not be received until August. He suggested that Council go forward with <br />the budget and either make across the board cuts or selective cuts in early August. <br /> <br />
