2
Mr. O’Connell noted that the land is now used only for JV softball.

Mr. Michie said that land had the potential to be graded and used for other
purposes.

Mr. Svetz said Parks and Recreation is in the process of field allocation. He said
the demand is greater than the supply. He said who gets priority will be developed and
the schools will be a player in that process.

Ms. Leah Puryear, School Board member, said she was pleased to hear the safety
issues discussed. She said she hopes Council will have a conversation with the County
about the importance of their portion being 25 mph as well. She said she would like to
see the speed reduce to 15 mph at the school.

Lzelle Dugger, School Board member, said she understands that the City and
County can petition for flashing school signs so that they will be in place when the road
opens.

Mr. Michie said there is no consensus on the School Board about getting the
speed down to 15 mph, but they would like it to be 25 mph with flashing lights. He said
he does not care if the speed limit beyond that portion in the County goes to 35 mph.

Mr. O’Connell said speed is only an issue north of the intersection.

Ms. Galvin said there is a two-mile stretch of road with no crossover to the sides
where Charlottesville High School and CATEC are located. She said she would like to
see at least one pedestrian east/west connection. She suggested that the City and County
work to get funds to make sure that works.

Mr. Juan Wade, School Board member and staff member in Albemarle County’s
Planning Department, said that the County can look at that issue and can explore getting
TEA 21 grants.

Responding to a question from Mr. Michie, Mr. Wade said there is no sidewalk
because of the terrain and railroad.

Dr. Brown said he would like to try to make additional east/west connections
happen in the future.

Ms. Colette Blount, School Board member, asked about deed restrictions to make
sure that the replacement parkland remains as parkland.

Dr. Brown and Mr. Huja said they understand there are legal ways to preserve the
land as parkland.

The meeting was adjourned.

_______________________________ _______________________________
President Clerk
