NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, April 21, 2008 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code. BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – April 21, 2008 Council met in special session on this date with the following member present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. On motion by Dr. Brown, seconded by Mr. Taliaferro, Council voted (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in closed session for consultation with legal counsel regarding the negotiation of the terms and conditions of a proposed extension of a fire services agreement with Albemarle County, as authorized by Section 2.2-3711(A)(7) of the Virginia Code; for the annual performance evaluation of the City Manager, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; and for discussion and consideration of prospective candidates for appointments to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code. On motion by Dr. Brown, seconded by Mr. Taliaferro, Council certified by the following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – April 21, 2008 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS Mr. Norris thanked staff for their quick response to the roof leak at City Hall over the weekend which prevented further damage. He highlighted a new initiative by the Charlottesville Community Design Center, SPARK, which assists residents with energy efficiency in their homes. He said the City is a member of “No Child Left Inside” through the Department of Parks and Recreation. He announced a community job fair on th April 28. He asked anyone with knowledge of the missing 12-year old girl to contact the Police Department. Mr. Huja said a regional transportation summit will be held on May10th. Ms. Edwards said appointments are still available at Women’s Health Day at Westhaven. AWARDS/RECOGNITIONS : GOVERNOR’S ENVIRONMENTAL EXCELLENCE AWARD Mr. Taliaferro said that he recently accepted the Governor’s Environmental Excellence Award on behalf of the City, the top award. He said the flag award was also given for efforts above and beyond. He presented the awards to Mayor Norris and gave staff credit for their hard work.
