9 <br />nd <br /> Mr. Richard Berman, 2 Street, N.W., a member of the Steering Committee. He <br />said there is no design yet and therefore no real cost estimates. He said there is a lot of <br />scare propaganda because of the cost. <br /> <br /> Mr. Richard Collins, Wilson Court, said transportation system management/ <br />transportation demand management needs to be incorporated. He asked what we can do <br />to make sure we have pedestrian access to the park. He said answers to this need to be <br />gotten from the consultants. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said we are just looking at a node of the <br />project that will do nothing to solve congestion. He expressed concern that the charge to <br />the Committee and consultant was overly limiting. He said it is essential to combine the <br />road and the interchange into a single entity. <br /> <br /> Ms. Kay Slaughter, representing the Southern Environmental Law Center, said <br />the interchange should be looked at in conjunction with the Parkway. She said the <br />impacts of the interchange on Schenk’s Branch and the Park need to be looked at. She <br />said the size must be appropriate to the gateway idea. She said the amount of impervious <br />surfaces should be reduced. She said specific directives should be given to the consultant <br />to provide a simulation of the appearance of the interchange, downsize the bridge, fit it <br />into the landscape, lessen the number of trees cut, incorporate transportation management <br />methods, and incorporate the Rock Hill garden into the park design. <br /> <br /> Ms. Tammy Londeree, 813-C Locust Ave., said we need to ask Albemarle County <br />for money and need to reclaim Rock Hill garden. <br /> <br /> Mr. Matthew Throbridge, 702 Northwood Avenue, said the project needs to be <br />put in full context. He said there is a problem with some of the proposed pathways. He <br />said the intersections at Nelson and Perry Drive should be made into T intersections to <br />reduce speed and cut-through traffic. <br /> <br /> Mr. John Conover, 104 W. High Street, a member of the Steering Committee, <br />agreed with the comments made by Kay Slaughter. He said the charge to the Committee <br />reflects a Council compromise. He said it is a difficult project. He said they want to <br />improve the traffic and access to the park. He said he does not think G-1 or C-1 does <br />that. He said C-1 is attractive but if there are no traffic lights you cannot cross the road. <br />He said no build may be just building an at-grade intersection. <br /> <br /> Ms. Colette Blount, West Park Drive, said land lost cannot be replaced. She said <br />Pantops traffic will not be alleviated by the Parkway. She said she agrees that there <br />needs to be access into the park, but it does not need to be done in the way proposed. <br /> <br /> Mr. Dan Bluestone, Park Hill, said that with the C-1 alternative pedestrians and <br />bicyclists will be going under seven lanes of traffic. He said Rock Hill garden would <br />have been the place for pedestrian and bike access or replacement parkland. He said the <br />interchange is poorly designed and flawed. He asked why Rt. 250 is being lifted up <br />instead of the Parkway going over Rt. 250. He said there are no ramps or access east or <br />west. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown <br />Residents Association, said the no built option is also required to be considered by <br />federal law as well as C-1 and G-1. He said there is no consensus of the consulting <br />members about closing the west ramps from Park Street. <br /> <br /> Mr. Sage Gelofsky, 514 Fairway Avenue, supported the no build option. He said <br />we do not need more people to come downtown and he does not want a big road through <br />the park. <br /> <br /> Mr. Ted Jones, 201 Hillcrest Road, representing the Hillcrest/Birdwood Road <br />neighborhood, expressed concern about the proposal to close Hillcrest Road which will <br />leave only one access point into the neighborhood. He said there should also be <br />pedestrian access to the north out of the neighborhood. <br /> <br />
