He Said the applicant has proffered the sewer main. <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, the ordinance was amended to <br />include a pedestrian easement by the following vote. Ayes: Dr. Brown, Ms. Edwards, <br />Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> The ordinance entitled “AN ORDINANCE CLOSING, VACATING, AND <br />DISCONTINUING A PORTION OF PALATINE AVENUE (UNIMPROVED),” as <br />th <br />amended, which was offered at the April 7 meeting, was approved by the following <br />vote. Noes: <br />None. <br /> <br />ORDINANCE <br />: TAX EXEMPTION FOR ENERGY EFFICIENT BUILDINGS <br /> <br /> Ms. Kristel Riddervold, Environmental Manager, said that the Citizens <br />Committee on Environmental Sustainability recommended that Council approve a one- <br />time 50% property tax reduction for energy efficient buildings that meet certain criteria. <br />She said applications will be accepted from June 1 through October for a tax reduction to <br />occur next year. <br /> <br /> Mr. Huja said he thinks it is an excellent idea and made a motion to approve the <br />ordinance. <br /> <br /> Dr. Brown seconded the motion, and the ordinance entitled “AN ORDINANCE <br />ADDING A NEW DIVISION TO ARTICLE V OF CHAPTER 30 OF THE <br />CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, TO BE ENTITLED “TAX <br />RATE FOR CERTAIN ENERGY EFFICIENT BUILDINGS” was offered and carried <br />over to the next meeting for consideration. <br /> <br />ORDINANCE <br />: ZONING ORDINANCE AMENDMENTS <br /> <br /> Mr. Tolbert said that the proposed changes are the result of 1 ½ years of work by <br />a citizens committee regarding heights downtown and on West Main Street. He <br />acknowledged and thanked the members of the committee. He said the committee met <br />with both the BAR and the Planning Commission. He reviewed the by right heights and <br />those recommended by special use permit, as well as stepbacks for downtown, West <br />Main Street, a new Water Street district, and the corner district. He said that the Planning <br />Commission recommends approval of the ordinance. <br /> <br /> Mr. Taliaferro said he thinks this is a good product, and he thanked the committee <br />for their work. <br /> <br /> <br />
