He asked Council to look into the matter. <br /> <br /> Ms. Mary Cooper Gilliam, 218 W. South Street, said it was her understanding that <br />the density issue in the zoning ordinance was off the table, but how she understands that <br />density on South Street is included. She said she would like the matter to have a full <br />hearing as she views it as downzoning. <br /> <br /> Mr. Brent Nelson, 707 Northwood Avenue, owner of property at 214 South <br />Street, echoed Ms. Gilliam’s comments. He asked that it be removed from the consent <br />agenda. He said the density issue should not be handled separately. Mr. Nelson also said <br />that residents on South Street wanted 24 hour permit parking, but were told by Planning <br />staff that they could not have it. He said the color of the signs for 24 hour permit parking <br />should be a different color. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Dr. Brown said that the tax exemption ordinance for energy efficient buildings is <br />a one time reduction of 50% if State standards are exceeded by 30% or better. He said <br />that open land can be designated as historic, but there needs to be a basis for the <br />designation. He said it would be good to talk about this more. <br /> <br /> Mr. Taliaferro thanked Mr. Bare for working with the Mayor to find shelter for its <br />former residents. He said the City has no choice but to site the building because of fire <br />safety issues. He said public water fountains should be looked into. He said we may <br />need to revisit public restrooms. He said he will look at Mr. Mason’s issue again. Mr. <br />Taliaferro suggested taking the zoning ordinance and permit parking ordinance off the <br />consent agenda. <br /> <br /> Ms. Edwards echoed Mr. Taliaferro’s comments. She said it is important to be <br />mindful of the need for housing with the closing of Hope Community Center. <br /> <br /> Mr. Norris said he agrees about providing water fountains for all citizens. He said <br />he is troubled by the density issue on South Street and thought that had been taken out of <br />the ordinance. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Norris noted that Mr. Taliaferro requested that the zoning ordinance and <br />permit parking ordinance be taken off the consent agenda, but he suggested that the <br />permit parking ordinance be left on the consent agenda as it involves a separate street, <br />and Council can discuss the South Street permit parking issue during other business. <br /> <br />Mr. Taliaferro agreed. <br /> <br />On motion by Mr. Taliaferro, seconded by Dr. Brown, the following consent <br />agenda items were approved by the following vote.
