He said he <br />cannot understand the increasing cost estimates for dredging. He said restoring SFRR to <br />its original capacity would help the water supply. He recommended that Council spend <br />$275,000 to find out what dredging will cost, and put a hold on replacing the dam. <br /> <br /> Mr. David Hirschman, 1107 Calhoun Street, supported the approved plan. He <br />said it meets multiple objectives. He said we have never looked at what the desired <br />future condition is of the SFRR and what its role is for the water supply, recreation and <br />for adjacent property owners. He said a collaborative vision is needed. <br /> <br /> Ms. Leslie Middleton, 1608 Oxford Road, said she wholeheartedly supports the <br />plan. She said she is confident it is the lowest cost, will meet the demand, and is the best <br />from an environmental standpoint. She said there is a need for a community discussion <br />about dredging the SFRR because of its significance recreationally, but it should be <br />decoupled from the water plan. She suggested that a task force be formed to articulate <br />goals. She said we should control sediment and continue to conserve. <br /> <br /> Ms. Gwynn Crichton, 1118 Cottonwood Road, representing the Nature <br />Conservancy, strongly supported the plan. She said it restores flows to the Moorman’s <br />River. <br /> <br /> Mr. Morgan Butler, representing the Southern Environmental Law Center, said <br />the main issue is to ensure water in our watershed. He said the plan maximizes our local <br />resources and helps restore natural flows to the Moorman’s River. He said he is a strong <br />supporter of the plan. He said he appreciates the focus on the Rivanna Reservoir and <br />recognizes the benefit of removing some amount of sediment. He said he hopes we can <br />do both. He said he hopes Council maintains a commitment to the plan and will work <br />with Albemarle County on the SFRR. <br /> <br /> Mr. Jim Kennan, 3157 Garth Road, said he is delighted to see the impact of the <br />plan on the Moorman’s River. He said the City has done a landmark job collaborating <br />with the County. He said to delay only costs more and defers the problem. <br /> <br /> Ms. Susan Smith, 303 Rookwood Drive, said she believes the plan should be <br />deferred a bit to see if dredging can give relief for the plan. She said she lives by Ragged <br />Mountain. <br /> <br /> Mr. Patrick Punch, 1608 Oxford Road, supported the approved plan and asked <br />Council to move forward. He said the plan is the culmination of many years of planning <br />and community forums, meets all the goals and is the most economical and the least <br />environmentally damaging. He said he believes a study of the alternatives has been done. <br />He said dredging should be considered for maintenance of SFRR. He said the dam <br />should be built to 45’. <br /> <br /> Mr. Bob Hodous, 1309 Lester Drive, supported the plan and asked that it not be <br />slowed down. He said he thinks we will save money by going ahead with the current <br />plan. <br /> <br /> Mr. Tim Hulbert, 2246 Brandywine Drive, President of the Chamber of <br />Commerce, urged Council to honor the 2006 commitment and approve a well thought out <br />plan after decades of inaction. He said the Chamber reaffirms its support. <br /> <br /> Mr. Ridge Schuyler, 101 Robinson Woods, said the plan was years in the making <br />and the permit has been approved. He said the overarching goals of satisfying the need, <br />staying within the watershed, and having the least environmental impact, have been <br />satisfied. He said dredging the SFRR will not meet the demand because it is not big <br />enough. He said we need to replace the unsafe dam and finishing it to 45’ is the least <br /> <br />
