16 <br /> Mr. Taliaferro thanked the Retirement Commission for looking further into the <br />cost of retiree health insurance and keeping the costs where they were. <br /> <br /> Dr. Brown said we should be careful about how we handle public comment when <br />a public hearing has been held, and said we should continue to have the policy in the <br />future. <br /> <br /> Mr. Norris said Dr. Brown’s comment is well taken. He said an effort was made <br />by speakers to evade the spirit of the policy. <br /> <br />PUBLIC <br /> <br /> Ms. Jeanne Chase, 223 Old Lynchburg Road, said the increased speeding fine on <br />Old Lynchburg Road has been working and is being enforced. She said getting a <br />speeding ticket is a choice, and she thinks the fine is a deterrent. <br /> <br /> Mr. Bill Emory, 1604 E. Market Street, thanked the Mayor for allowing Ms. <br />Leitch to speak. <br /> <br /> Ms. Naomi Roberts, 1140 St. Clair Avenue, opposed the idea of providing a yurt <br />to a resident.
