7 <br /> Mr. Norris said as the team looks at City services, they could possibly identify <br />cost savings that could be realized by consolidation. Mr. Norris said he would favor <br />keeping the study more global at first, then if areas are identified, we could do a more in- <br />depth study of those. He re-enforced the idea of talking to citizens and staff. <br /> <br /> Mr. Jones asked if there was a consensus about doing more of a global study first, <br />which could lead to more in-depth study if necessary, and all Councilors agreed. Mr. <br />Jones said if we work with the Weldon Cooper Center on the study it will take <br />approximately four to six months to complete. <br /> <br />DISCUSSION <br />: TASK FORCE FOR SOUTH FORK RIVANNA RESERVOIR STUDY <br /> <br /> Mr. Norris explained that the Chairs of the Council, Albemarle County Board of <br />Supervisors, Albemarle County Services Authority, and Rivanna Water and Sewer <br />Authority met to discuss the scope of the dredging work, and the group felt that until we <br />answer the question of why we want to dredge, it is premature to find a firm to do the <br />work. Following is the recommended membership for the Task Force: City Councilors, <br />Board of Supervisors member; Rivanna Water and Sewer Authority Board; Albemarle <br />County Service Authority Board; Rivanna River Basin Commission / Nature <br />Conversancy; League of Women Voters; Ivy Creek Foundation; Citizens for a <br />Sustainable Water Plan; Greater Charlottesville Chamber of Commerce; one citizen <br />representing property owners around South Fork Rivanna Reservoir; and one <br />representative from the University of Virginia as an entity with “recreational interests.” <br />Mr. Norris said Council needs to designate their representative on the task force. <br /> <br /> Mr. Huja said the City should have equal representation with the County. <br /> <br /> Mr. O’Connell said that the Council, Board of Supervisors, Albemarle County <br />Service Authority, and RWSA are the four parties in the agreement and are the ones that <br />make the decisions. <br /> <br /> Dr. Brown said it will be important to have adequate City and County <br />representatives in the other categories. He said that would also solve the rate payer issue. <br /> <br /> Ms. Edwards asked about including a representative of the Sierra Club. <br /> <br /> Mr. Norris said that did not come up at the meeting, but he would have no <br />objection about including them. He said he will talk to the other Chairs and see if they <br />would agree to include the Sierra Club on the task force. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Edwards said that the African American Cultural Festival has budgetary <br />constraints. She said the City provides funding to them, but also charges them for City <br />th <br />services. She said next year is their 20 anniversary. She said she would favor using <br />Council reserve to waive the current cost and have their past balance forgiven. She said <br />health screenings are included at the Festival this year. She said that cost would be <br />$7,918. <br /> <br /> Responding to a question from Dr. Brown, Ms. Edwards said that Albemarle <br />County gave the Festival $3,000 this year for the first time. <br /> <br /> Dr. Brown said he is willing to spit the different, and waive the debt from last <br />year, but not waive the fees this year out of Council reserve. He said he does not want to <br />set a precedent of funding and also waiving services. He said this would mean giving <br />them $4,000 more. <br /> <br /> Mr. Brown said that a resolution providing $4,800 additional for the Festival will <br />be put on the next consent agenda. <br /> <br /> Ms. Edwards said this raises the larger issue of how festivals are funded and what <br />fees are charged. <br /> <br />
