6 <br />BE IT FURTHER RESOLVED <br /> , that this appropriation is conditioned upon <br />reimbursement of up to $294,000 from the U. S. Department of Transportation: Federal <br />Highway Administration. <br /> <br />RESOLUTION <br />e. : Allocating Funds to Charlottesville Economic <br /> Development Authority for Jefferson School Managing <br /> Partners <br /> <br />WHEREAS <br /> , the City council has previously appropriated funds in the amount of <br />$5,764,425.30 for the purpose of renovating and rehabilitating the site commonly known <br />as the Jefferson School property (the “Property”); and, <br /> <br />WHEREAS <br /> , on August 6, 2007 the City Council approved an Option and <br />Purchase Agreement which provides for a conveyance of the Property to the Jefferson <br />School Community Partnership, L.L.L.P. (the “Partnership”), and for the renovation and <br />adaptive reuse of the Property by the Partnership; and, <br /> <br />WHEREAS <br /> , the Partnership has undertaken the work required under the Option <br />and Purchase Agreement, and has begun to incur expenses related to the performance of <br />the work; and, <br /> <br />WHEREAS <br /> , it is the desire of the City that the available funding for the <br />Partnership be provided through and approved by the Economic Development Authority <br />of the City of Charlottesville, and the Authority has indicated its willingness to undertake <br />that responsibility. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council for the City of <br />Charlottesville, Virginia that the Mayor is hereby authorized to execute, in form approved <br />by the City Attorney, the Funding Agreement between the City of Charlottesville and the <br />Charlottesville Economic Development Authority for the renovation of the Jefferson <br />School Property. <br /> <br />RESOLUTION <br />f. : Designating Route 20 as Virginia Scenic Byway <br /> <br />WHEREAS <br /> , the Journey Through Hallowed Ground Partnership, a non-profit <br />organization dedicated to raising awareness of historical sites from Pennsylvania through <br />Virginia, has studied the local routes and requested that VDOT designate Route 20 as a <br />scenic byway from its intersection with Route 250 East of Charlottesville through the <br />City to its intersection with Interstate 64 South of Charlottesville. <br /> <br />NOW THEREFORE, BE IT RESOLVED <br /> by the City Council of the City of <br />Charlottesville that the Council endorses the designation of those portions of Route 20 <br />inside the City limits of the City of Charlottesville as a scenic byway and requests the <br />Commonwealth Transportation Board to approve the designation. <br /> <br />RESOLUTION <br />g. : Authorizing Application for TEA Grant for McIntire Park <br /> Bridge <br /> <br />Whereas <br /> , the Charlottesville City Council supports bicycle and pedestrian modes <br />of travel in the Thomas Jefferson Planning District area; and <br /> <br />Whereas <br /> , the City of Charlottesville is planning to build a major commuter trail <br />along the 250 Bypass; and <br /> <br />Whereas <br /> , VDOT is planning to construct a major north-south trail as part of the <br />Meadowcreek Parkway project; and <br /> <br />Whereas <br /> , these trails will be interrupted by the presence of railroad tracks <br />without a bridge to connect them; and <br /> <br />Whereas <br /> , this bridge is the highest remaining priority in the City Bike/ <br />Pedestrian/Greenways Plan not yet under construction; and <br /> <br />
