8 <br />ORDINANCE <br />m. : “AN ORDINANCE AMENDING AND REENACTING <br /> THE ZONING MAP INCORPORATED WITHIN SECTION 34-1 OF THE <br /> CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, BY THE REZONING <br /> OF 212 ROSSER AVENUE (HOLY TEMPLE CHURCH) TO ADD AN HISTORIC <br /> OVERLAY DISTRICT DESIGNATION TO THE PROPERTY, AND ALSO <br /> AMENDING AND REENACTING SECTION 34-273 OF THE <br /> CHARLOTTESVILLE CITY CODE TO ADD THE PROPERTY TO THE CITY’S <br /> LIST OF INDIVIDUALLY PROTECTED PROPERTIES” (carried over) <br /> <br />ORDINANCE <br />n. : “AN ORDINANCE TO AMEND ARTICLE V (STOPPING, <br /> STANDING AND PARKING) OF CHAPTER 15 (MOTOR VEHICLES) BY <br /> ADDING A NEW SECTION 15-152 TO THE CHARLOTTESVILLE CITY CODE, <br /> 1990, AS AMENDED, TO PROHIBIT IDLING THE ENGINE OF A BUS FOR AN <br /> EXTENDED PERIOD OF TIME”(carried over) <br /> <br />PUBLIC HEARING/ORDINANCE <br />: SALE OF CITY LAND AT 521 AND 529 <br />nd <br />RIDGE STREET AND ADJOINING RIGHT-OF-WAY ON RIDGE STREET (2 <br />reading) <br /> <br /> Mr. Chris Engel, Assistant Director of Economic Development, reviewed the <br />process for the sale of land on Ridge Street as presented at the previous meeting. In <br />response to questions raised at the last meeting about notification of the public, Mr. Engel <br />said that 45 mailings were sent to everyone within site of the property, and additional <br />notices were sent for this meeting. <br /> <br /> The public hearing was opened. <br /> <br /> Ms. Carla Manno, 324 7 ½ Street, S.W., said we should come up with a <br />comprehensive plan. She asked what the rush is. She said she does not think we need <br />more office space. She said the City should encourage development in blighted areas. <br /> <br />th <br /> Mr. Edward Thomas, 339 6 Street, S.W., said he is a painter and architect. He <br />presented a petition with 60 signatures opposing the destruction of woods and <br />construction of the proposed development. He said Charlie Hurt is behind this and is a <br />reckless developer. He said affordable housing should be built on the site. He said the <br />City is trying to shove historic designation down Fifeville’s throat. He said there is <br />evidence of the Hawkins’ graveyard on the site. <br /> <br /> Mr. Matthew Simon, 599 Dice Street, said he does not understand why we need <br />more office space, and does not understand what is wrong with conserving the land. He <br />said office/mixed use will not enhance the neighborhood, but will add to traffic and <br />pedestrian problems. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said that is not a good intersection now. <br />She said she understands that the City property will make it a better development, but she <br />said Council should listen to the neighbors. <br /> <br /> Ms. Emily Worrall, 402 Oak Street, said she does not know where the driveway <br />to the development will be in relation to her property. She said she would be happy if the <br />development did not happen and the property was made into a park. <br /> <br /> Ms. Carla Manno said the neighborhood was promised a comprehensive traffic <br />study three years ago. She questioned why a neighborhood meeting was cancelled last <br />December. She said there has not been enough transparency and more time is needed. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Responding to a question from Mr. Huja, Mr. Engel said the driveway will be in <br />the midst of the property. <br /> <br /> Mr. Norris said the green space behind Oak Street will be preserved. <br /> <br /> <br />
