2 <br />What criteria would be used to evaluate applications; and What priorities do you see as <br />potential priority area. <br /> <br /> The last bullet of policy #1 was removed as it was redundant. <br /> <br /> Dr. Brown noted that the Joint Housing Task Force recommended that the City <br />increase community policing and provide better activities for youth at housing sites to <br />increase the desirability of pubic housing, and he asked if these should be included in our <br />list of priorities. <br /> <br /> Mr. Norris said he agrees those are things we should do, but he is not sure this is <br />the right pot of money. He said this is more of a County issue as there is a waiting list for <br />public housing in the City. <br /> <br /> In policy #2, City residency was discussed. <br /> <br /> Dr. Brown said he is hopeful that whenever projects are taken on we work with <br />Albemarle County, and Mr. Huja and Mr. Taliaferro agreed. <br /> <br /> Mr. Norris asked what if the County says they are not interested, will we not help <br />our citizens. <br /> <br /> Dr. Brown said that in that case, the residency requirement should be based on the <br />percentage of City funding. <br /> <br /> Mr. Huja suggested that “green building and infrastructure” should be added. <br /> <br /> Dr. Brown said the issue of the City verses regional AMI needs to be revisited and <br />he understands using the City AMI is difficult in some instances. <br /> <br /> Mr. Tolbert said the recommendations assume the regional AMI. <br /> <br /> Ms. Edwards said she would rather see a range, and Mr. Norris said that policy #1 <br />does that. Dr. Brown suggested that requiring affordability for 30 years be made more <br />flexible. He suggested that projects that target very low income residents be given high <br />priority. <br /> <br /> Mr. Tolbert noted that Council received a letter from Habitat for Humanity <br />regarding the residency issue. <br /> <br /> Mr. Norris said there are two issues: fairness about the grant approved and <br />keeping with the policy in the future. <br /> <br /> Mr. Huja said he were prefer to stick to City residents. <br /> <br /> Mr. Norris agreed, and said that because Habitat had it in their agreement we may <br />want to keep it, but he said he would not favor funding projects that would allow City <br />residents to build in Louisa County. <br /> <br /> Mr. Tolbert suggested that consideration be given to non-City residents who have <br />worked in the City for five years, and Councilors expressed agreement with that. <br /> <br /> Mr. Tolbert reviewed policy #3, incentives the City can provide. <br /> <br /> Mr. Tolbert reviewed policy #4, criteria for use of the $1 million in strategic <br />investment funds for multi-family development. <br /> <br /> Mr. Norris suggested that it say revolving loan funds and suggested removing the <br />bullet saying that projects with units dedicated to incomes at less than 60% and /or 30% <br />AMI will be given greater consideration. <br /> <br /> Dr. Brown said he preferred that at least 50% be reserved for 40% AMI. <br /> <br />
