11 1. Terms of all members shall be for two years with terms of those currently in place beginning January 1, 2009 for purposes of establishing a beginning date. 2. Members are appointed by the City Council and serve at the pleasure of City Council. 3. The role of the Committee is as outlined in the attached charge. Changes to the charge may be suggested by the HAC. 4. Membership of the HAC is confirmed as follows with all positions established for two year terms to begin on January 1, 2009 although current members will continue to serve until that date. Ayes: Dr. Brown, Ms. Edwards, Mr. Norris, Mr. Taliaferro. Noes: Mr. Huja. WHEREAS , City Council of the City of Charlottesville in the adoption of the FY 2009 budget allocated $1.4 million to assist in the provision of affordable housing units, and WHEREAS , City Council in a Work Session on October 9, 2008 discussed the allocation of a portion of that $1.4 million; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Charlottesville as follows: (1) From Account Number P-00439 (Housing Fund) the sum of $100,000 is allocated to the Charlottesville Redevelopment and Housing Authority for the completion of its Master Plan for Redevelopment. Of that amount $25,000 is to be set aside for PHAR for resident outreach, capacity building and leadership development to ensure that CRHA residents have an active and constructive role in the redevelopment process. (2) From Account Number P-00439 (Housing Fund) the sum of $50,000 is allocated to the hiring of a Housing Planner within the Department of Neighborhood Development Services. It is further understood that this position will not be filled prior to January 1, 2009 in order to enable an adequate review of budget needs. BE IT FURTHER RESOLVED , that the remaining funds in Account P-00439 will be allocated after consideration of a competitive Request For Proposal process.
