11 <br />1. Terms of all members shall be for two years with terms of those currently in place <br />beginning January 1, 2009 for purposes of establishing a beginning date. <br />2. Members are appointed by the City Council and serve at the pleasure of City <br />Council. <br />3. The role of the Committee is as outlined in the attached charge. Changes to the <br />charge may be suggested by the HAC. <br />4. Ayes: Dr. Brown, Ms. Edwards, Mr. Norris, Mr. Taliaferro. Noes: Mr. <br />Huja. <br /> <br />WHEREAS <br /> , City Council of the City of Charlottesville in the adoption of the FY <br />2009 budget allocated $1.4 million to assist in the provision of affordable housing units, <br />and <br /> <br />WHEREAS <br /> , City Council in a Work Session on October 9, 2008 discussed the <br />allocation of a portion of that $1.4 million; <br /> <br /> NOW THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Charlottesville as follows: <br /> <br />(1) From Account Number P-00439 (Housing Fund) the sum of $100,000 is allocated to <br />the Charlottesville Redevelopment and Housing Authority for the completion of its <br />Master Plan for Redevelopment. Of that amount $25,000 is to be set aside for PHAR for <br />resident outreach, capacity building and leadership development to ensure that CRHA <br />residents have an active and constructive role in the redevelopment process. <br /> <br />(2) From Account Number P-00439 (Housing Fund) the sum of $50,000 is allocated to <br />the hiring of a Housing Planner within the Department of Neighborhood Development <br />Services. It is further understood that this position will not be filled prior to January 1, <br />2009 in order to enable an adequate review of budget needs. <br /> <br />BE IT FURTHER RESOLVED <br /> , that the remaining funds in Account P-00439 <br />will be allocated after consideration of a competitive Request For Proposal process. <br /> <br /> <br />
