NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, November 17, 2008 AT 6:30 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – November 17, 2008 Council met in special session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. On motion by Mr. Taliaferro, seconded by Dr. Brown, Council voted (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in closed session for consultation with legal counsel for the provision of legal advice regarding the terms and conditions of a revenue sharing agreement with Albemarle County as authorized by Section 2.2-3711(7) of the Virginia Code. On motion by Mr. Taliaferro, seconded by Mr. Huja, Council certified by the following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – November 17, 2008 Council met in special session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS Mr. Norris made the following announcements: the State Treasury Department, Division of Unclaimed Property, will be in City Hall December 3, 4 and 5 ; City Hall will be closed on Thanksgiving and the day after; Holiday Market will be starting on Saturday; and the grand illumination tree ceremony will be held on Friday. Ms. Edwards said the Loaves and Fishes Food Pantry is an opportunity for people to receive and donate food. She said the City held a wonderful health fair. AWARDS/RECOGNTIONS : VIRGINIA MUNICIPAL LEAGUE GO GREEN CHALLENGE AWARD Mr. Norris announced that the City has received the Virginia Municipal League Go Green Challenge Award. PUBLIC Ms. Josephine Marshall, a resident of Mountainside Senior Living and a long- time City resident, said a quarter of Mountainside residents on subsidies are City residents. She asked Council to help JABA and Mountainside take care of its less fortunate residents. Ms. Marshall said there are loopholes in Medicare. Mr. Peter Kleeman, 407 Hedge Street, expressed concern about the proposed changes to the role of the Planning Commission which would give certain duties to staff. He said we need the best planning minds working on things such as the Meadowcreek Parkway interchange. He said Council needs to consider the role of planning in the City.
