<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, November 17, 2008 AT 6:30 p.m. IN THE Second Floor <br />Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – November 17, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, Council voted (Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in <br />closed session for consultation with legal counsel for the provision of legal advice <br />regarding the terms and conditions of a revenue sharing agreement with Albemarle <br />County as authorized by Section 2.2-3711(7) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Huja, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – November 17, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris made the following announcements: the State Treasury Department, <br />Division of Unclaimed Property, will be in City Hall December 3, 4 and 5 ; City Hall will <br />be closed on Thanksgiving and the day after; Holiday Market will be starting on <br />Saturday; and the grand illumination tree ceremony will be held on Friday. <br /> <br /> Ms. Edwards said the Loaves and Fishes Food Pantry is an opportunity for people <br />to receive and donate food. She said the City held a wonderful health fair. <br /> <br />AWARDS/RECOGNTIONS <br />: VIRGINIA MUNICIPAL LEAGUE GO GREEN <br />CHALLENGE AWARD <br /> <br /> Mr. Norris announced that the City has received the Virginia Municipal League <br />Go Green Challenge Award. <br /> <br />PUBLIC <br /> <br /> Ms. Josephine Marshall, a resident of Mountainside Senior Living and a long- <br />time City resident, said a quarter of Mountainside residents on subsidies are City <br />residents. She asked Council to help JABA and Mountainside take care of its less <br />fortunate residents. Ms. Marshall said there are loopholes in Medicare. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, expressed concern about the proposed <br />changes to the role of the Planning Commission which would give certain duties to staff. <br />He said we need the best planning minds working on things such as the Meadowcreek <br />Parkway interchange. He said Council needs to consider the role of planning in the City. <br /> <br />
