10 <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Huja asked for information on ridership of the new bus route to <br />Charlottesville High School. <br /> <br /> Mr. Norris noted there will be a joint meeting of the Council, Board of <br />Supervisors, Rivanna Water and Sewer Authority and Albemarle County Service <br />th <br />Authority on November 25 to discuss the water supply plan and proposed scope of <br />work. <br /> <br />PUBLIC <br /> <br /> <br />Mr. Peter Kleeman, 407 Hedge Street, said that while basing the stormwater fee <br />on impervious surface may be easy, it would be more equitable if it was based on water <br />quantities, which would be easier to connect to the savings factor. He said a huge portion <br />of impervious surfaces are City streets and parking lots. He said he thinks an alternative <br />fee structure is worth exploring. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said her husband filled out the budget <br />survey. She said he thinks money is wasted on economic development. He said there are <br />real people behind the money. She said he expressed concern on the survey that Council <br />did not know where its affordable housing money went. <br /> <br /> Mr. Norris said the comment that the City did not know where the affordable <br />housing money was spent was an error by the Daily Progress.
