He said the request has <br />been reviewed and approved by staff and there is no budgetary impact. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, the ordinance entitled “AN <br />ORDINANCE AUTHORIZING THE GRANT OF UTILITY EASEMENTS UNDER <br />UNIVERSITY AVENUE TO THE RECTOR AND VISITORS OF THE UNIVERSITY <br />OF VIRGINIA” was offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC HERING/ORDINANCE <br />: GRANTING EASEMENT FOR CHILLED <br />WATER MAIN AND SANITARY SEWER FACILITIES UNDER STADIUM ROAD <br />TO UNIVERSITY OF VIRGINIA <br /> <br /> Mr. Brown said the request by the University of Virginia for an easement for a <br />chilled water main and sanitary sewer facilities is the same as the previous item. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, the ordinance entitled “AN <br />ORDINANCE AUTHORIZING THE GRANT OF UTILITY EASEMENTS UNDER <br />STADIUM ROAD TO THE RECTOR AND VISITORS OF THE UNIVERSITY OF <br />VIRGINIA” was offered and carried over to the next meeting for consideration. <br /> <br />REPORT <br />: FY 2009 BUDGET UPDATE; FY 2010 BUDGET GUIDELINES; FIVE <br />YEAR FINANCIAL FORECAST <br /> <br /> Ms. Leslie Beauregard, Budget Director, provided information on the following: <br />Budget 101; an update of revenue trends and actions taken in the FY 09 budget; <br />upcoming budget process; financial forecast; proposed budget guidelines; and a budget <br />timeline. She said that the following budget guidelines are new: To the extent possible, <br />use the Quality of Services and Efficiency Study recommendations to help guide budget <br />decisions; and use 30% - 50% of the increase of City/County Revenue Sharing dollars <br />towards the FY 2010 operating budget, with the balance to remain in a reserve account <br />for the next 2 – 3 years in anticipation of a continued slow economy. <br /> <br /> Mr. Maurice Jones, Assistant City Manager, gave an update on the Quality of <br />Services and Efficiency Study being done with the Weldon Cooper Center. He said data <br />is being reviewed and department heads are being interviewed. He said focus groups will <br />be held with employees, Council and citizens. He said the next focus will be on the <br />capital budget and collaboration with Albemarle County. He said a report will be <br />presented to Council in February. <br /> <br /> <br />
