3 <br />WHEREAS <br />, the Citizens Committee on Environmental Sustainability (CCoES) <br />has recommended that City Council adopt such a program; <br /> <br />WHEREAS, <br />the Council of the City of Charlottesville endeavors to promote <br />energy conservation and assist very low-, low- and moderate-income households with <br />implementing home energy conservation measures; now therefore <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, that the Home <br />Energy Conservation Grant Program is hereby created and adopted as follows: <br /> <br /> <br />1.That funding for the program each fiscal year will be as approved in the <br />adopted budget; <br /> <br />2.That grant awards go toward improvements that will ultimately result in <br />increased residential energy efficiency, and where possible the use of solar <br />power is encouraged; <br /> <br />3.That funds are expended only to assist very low-, low- and moderate-income <br />households, as defined in CDBG criteria for the Homeowner Rehabilitation <br />Program; <br /> <br />4.That grants be provided only to very low-, low- and moderate-income <br />persons who own and occupy their own homes; <br /> <br />5.That the improvements be made pursuant to a required home energy audit <br />performed to industry standards and approved by Neighborhood <br />Development Services (NDS); <br /> <br />6.That the cost of the home energy audit be paid out of program funds and not <br />be included as part of the grant; <br /> <br />7.That grant amounts may be up to $5,000 per household, except that grants <br />may be made up to $7,500 per household for extraordinary costs if approved <br />by the director of NDS; <br /> <br />8.That a qualifying household be eligible for only one grant total; <br /> <br />9.That the program be administered by NDS staff, with support from <br />environmental staff. <br /> <br />RESOLUTION <br />i. : Reallocation of Funds for Energy Conservation Program <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, <br />that $125,000 is hereby transferred from currently appropriated funds in the capital <br />projects fund contingency account in the following manner: <br /> <br />Transfer From - $125,000 <br />Fund: 425 Project: CP-002 G/L Account: 599999 <br /> <br />Transfer To - $125,000 <br />Fund: 425 Project: P-00520 G/L Account: 599999 <br /> <br />ORDINANCE <br />j. : “AN ORDINANCE AUTHORIZING THE <br /> CONVEYANCE OF LAND ON ROUTE 20 SOUTH, KNOWN AS THE VISITOR’S <br /> CENTER, TO THE COMMONWEALTH OF VIRGINIA, FOR USE BY <br />nd <br /> PIEDMONT VIRGINIA COMMUNITY COLLEGE” (2 reading) <br /> <br />ORDINANCE <br />k. : “AN ORDINANCE AMENDING AND REORDAINING <br /> CHAPTER 34 (ZONING), ARTICLE I (ADMINISTRATION) AND ARTICLE VII <br /> (SITE PLANS) RELATED TO THE DEVELOPMENT REVIEW PROCESS” <br />nd <br /> (2 reading) <br /> <br />ORDINANCE <br />l. : “AN ORDINANCE APPROVING AND ADOPTING AN <br /> AMENDMENT TO THE SCHEDULE OF FEES (RELATED TO SITE PLAN <br /> APPROVAL FEES) APPLICABLE TO VARIOUS SERVICES AND FUNCTIONS <br /> ADMINISTERED BY THE CITY’S DEPARTMENT OF NEIGHBORHOOD <br />nd <br /> DEVELOPMENT SERVICES” (2 reading) <br /> <br />PUBLIC HEARING/ORDINANCE <br />: LEASE OF IVY CREEK NATURAL AREA <br />TENANT HOUSE <br /> <br />
