5 <br /> Mr. Huja asked if staff could do some of the study, and Ms. Riddervold said no <br />because they do not have the capacity or the expertise. <br /> <br /> Ms. Cynthia Adams, Climate Protection Program Coordinator, said staff has data <br />collected that can be used for the study. <br /> <br /> Mr. Huja asked about the end product of a solar study, and Ms. Adams said a <br />study would show a range of options for action to take, could give feedback on the latest <br />technology, make suggestions on partnerships, and suggest ways to use state or federal <br />money. <br /> <br /> Mr. Norris added that a study could also identify which sites would be best for <br />solar panels. <br /> <br /> Mr. Huja said he is more interested in identifying specific locations rather than <br />general ideas. <br /> <br /> Dr. Brown said the Committee discussed a study versus an actual project. He said <br />there was interest, if a study is done, to not limit it to municipal buildings, but to identify <br />potentials of current built landscape. <br /> <br /> Mr. Huja said he agrees with Dr. Brown. <br /> <br /> Ms. Adams said the study can look at ways to overcome barriers for the private <br />sector. <br /> <br /> Mr. Norris said he thinks the timing is excellent, and is hearing support from <br />Councilors for the outline of the proposal. He said he thinks the study can proceed after <br />Council gets more details. <br /> <br /> Dr. Brown asked if staff recommends that Council adopts a resolution similar to <br />the one adopted by Albemarle County, and Mr. Norris recommended that Council adopt a <br />similar resolution. <br /> <br /> On motion by Mr. Huja, seconded by Mr. Taliaferro a Resolution Supporting <br />County, City and University Collaboration to Address Energy Efficiency and Climate <br />Change was approved by the following vote. Ayes: Dr. Brown, Mr. Huja, Mr. Norris, <br />Mr. Taliaferro. Noes: None. Absent: Ms. Edwards. <br /> <br /> Mr. Norris said he is hearing Council’s general blessing on the Green City <br />Strategy. <br /> Dr. Brown said Council should have a discussion later on the committee <br />composition. <br /> <br /> Mr. O’Connell said that it being discussed by the three entities. <br /> <br /> Mr. Norris asked that the City Manager and Neighborhood Development Services <br />discuss the possibility of an advisory committee on urban ecology. <br /> <br />REPORT <br />: DIALOGUE ON RACE <br /> <br /> Mr. Maurice Jones, Assistant City Manager, said Council identified race relations <br />as one of its top priorities at its annual retreat. He said the hope is to have a sustainable <br />approach. He said efforts in other cities were researched. He said one key to success is <br />to have residents sit down and have a conversation, and to understand why many feel <br />disenfranchised. He said small group discussions are recommended, with a focus of <br />race, racism and diversity. He said the proposal is to hire a facilitation team. He said <br />people are needed from every walk of live. He said the effort would initially be driven by <br />City government, but residents and businesses must play a critical role. He said a part- <br />time coordinator is recommended for one year, with $10,000 for FY 2009 and between <br />$30,000 and $50,000 in 2010. He said staff is approaching the private sector for funding. <br />He said the kickoff for the community dialogue is recommended for fall of 2009. <br /> <br />
