2
Mr. Peter Kleeman, 407 Hedge Street, said he thinks it would be better to have
activities where people can work together rather than a race discussion as proposed, and
suggested reprogramming funds for murals on the mall or development of an historic
document instead. He encouraged broader thought on the use of the funds.

Ms. Colette Hall, 101 Robertson Lane, thanked the City for pursuing the church
parking issue. She asked whether Circuit Court records are secure.

th
Mr. John Gaines, 214 9 Street, N.W., thanked Council for issuing the NAACP
proclamation. He said he opposes the race dialogue project and said it is not a wise use
of tax dollars. He said the City should employ a consultant or use City staff to do a study
of City streets. He said many streets are too narrow for two-way traffic, especially with
new development.

Mr. Kevin Lynch, 609 Locust Avenue, said new data has challenged the
assumptions of the water plan. He said he wants to make sure Council understands the
interdependence of the pipeline and the dam. He said Council should look for a
professional engineering stamp on the plan.

Mr. Robert Winstead, 1613 Oakleaf Lane, said he worked on the interchange
group as an alternate member. He said the effort seemed like “putting lipstick on a pig”
to advance the Meadowcreek Parkway. He asked how many units we are producing with the money we are
putting into the effort.

Ms. Edwards thanked Mr. Winstead for his time on the interchange committee,
and encouraged him to stay involved. She said IMPACT is an impressive group. She
said it is important that we make an investment to talk about race. She said there is a
relationship between race, housing and workforce development, and it is important for
the City to be a leader.

Dr. Brown thanked Ms. Wilson for her comments, and said the City and County
need to talk together about the issue of affordable rental housing. He agreed that a
conversation on race is important, but said he thinks cost is an issue as is how can we best
work together. He agreed with Mr. Lynch that the pipeline is essential for the dam. He
said its feasibility needs to be looked at.

Mr. Norris agreed about the pipeline. He thanked Mr. Winstead and Mr. Salidas
for their comments about how we should use our resources and be a green city.
